The comprehensive state program “Construction” unites the resources of federal agencies, including for the renovation of social facilities – hospitals and clinics throughout the country. In 2026, 149 targeted facilities and events included in 11 state programs and 2 non-program activity directions will be in operation. This was reported by Deputy Prime Minister Marat Khusnullin.
“The development of healthcare is one of the priorities of state policy. Quality and timely assistance is impossible without modern infrastructure. Doctors, nurses, and paramedics, who celebrate their professional holiday on June 21, save lives daily and care about our health. And our task is to provide doctors with decent working conditions and patients with access to quality care. Within the framework of the comprehensive state program “Construction,” we are conducting systematic work throughout the country: since 2023, 35 healthcare facilities have been commissioned, 21 of which are planned to be completed by 2025.”A total of 149 facilities and events are currently in operation — from primary-level units to high-tech centers,” said Marat Khusnullin.
In particular, currently in the work of the Ministry of Health of Russia, there are 52 targeted healthcare facilities and activities being audited, 27 in the company “Unified Customer in the Field of Construction,” 22 in Rospotrebnadzor and the Presidential Affairs Directorate, 7 in the Ministry of Construction, 6 in the Ministry of Economic Development, 4 in the Ministry of Transport, 3 each in the FMBA of Russia and the Ministry of Labor, 2 in the FSB, and 1 in the General Prosecutor’s Office.
Among the key projects is the construction of a federal children’s rehabilitation center in the Novosibirsk region, which will accept patients with pathologies of the nervous system, musculoskeletal system, and sensory organs from across the country. In Moscow, the reconstruction of the Petrovsky Surgery Center is underway: here there will be an admissions department, laboratory, rehabilitation and oncology wards. After the renovation, the volume of assistance will double.
In Moscow, a new building of the Center for Dermatovenereology and Cosmetology is being prepared for inauguration, with a total area of 5.4 thousand square meters, including departments for adults and children, an inpatient facility with 40 beds, an intensive care unit with 6 beds, and two operating rooms.
Construction is also underway for a multidisciplinary center in Magnitogorsk, the reconstruction of the emergency hospital in Taganrog, a maternity hospital in Blagoveshchensk, and the first phase of the Petrov Oncology Center in Saint Petersburg. In addition, surgical buildings are being constructed for the regional children’s clinical hospital in Chelyabinsk and the Altai Regional Clinical Center for Maternal and Child Health. In the Moscow region town of Balashikha, construction of a multidisciplinary clinic is also underway.

Behind each of the introduced medical facilities are thousands of saved lives, hundreds of jobs for doctors and nurses, and, most importantly, access to care where it was previously unavailable.”Among the landmark introduced objects are the Kamchatka Regional Hospital, the surgical building of the Regional Children’s Hospital in Lipetsk, the Regional Children’s Surgical Innovation Technology Center in Rostov-on-Don, modern clinics in Lyubertsy and Noginsk, the laboratory building in Orenburg, the children’s clinic of FMBA in Sarov, the reconstructed building of the Serbsky Center in Moscow, as well as the new building of the Research Institute named after Gorbacheva and ophthalmology clinics in Saint Petersburg,” noted the Deputy Minister of Construction and Housing and Communal Services, Yuri Gordeev.
The comprehensive state program “Construction” has been in effect since 2023. Within the framework of the registry of capital construction projects included in the program, the largest facilities are being built across all sectors, including healthcare, education, road infrastructure, and agriculture. Work on infrastructure projects is carried out with active support from the “United Russia” party as part of the joint development of mechanisms aimed at the integrated development of regions.
