In Russia, the implementation of a pilot project for changing the levels of professional education will continue. The enactments approving the rules for its implementation in the 2026/2027–2029/2030 academic years, as well as the list of specialties and training areas for which training will take place within its framework, were signed by the Chairman of the Government Mikhail Mishustin.
The implementation of the pilot project began by the decree of the President on September 1, 2023, to transition to new levels of higher education – basic, specialized, and professional.
Specialized training is understood as a master’s degree and residency. The professional level is postgraduate studies.
The duration of obtaining a basic higher education is from 4 to 6 years, master’s degree from 1 to 3 years (depending on the field of study, specialty and/or training profile or specific qualification, industry of economy or social sphere).
Seventeen universities will participate in the pilot project during the 2026/2027–2029/2030 academic years. Six of them have already been participating in the pilot since 2023. These are the Baltic Federal University named after Kant, the Moscow Aviation Institute, the National University of Science and Technology (MISIS), the Moscow State Pedagogical University, the Saint Petersburg Mining University, and Tomsk State University.
There will be 11 more universities becoming new participants.This is the Far Eastern Federal University, Moscow City Pedagogical University, N.E. Bauman Moscow State Technical University, Moscow Institute of Physics and Technology, N.I. Pirogov Russian National Research Medical University, Russian University of Transport, Saint Petersburg State Marine Technical University, Stavropol State Agrarian University, Tyumen State University, Ural Federal University named after the first President of Russia B.N. Yeltsin, Southern Federal University.
Within the framework of the pilot project, universities are developing educational standards for basic and specialized higher education as well as requirements for graduate programs, determining the duration of studies.
Training within the framework of the pilot project will continue for more than 100 specialties, including such fields as mathematics and mechanics, computer and information sciences, information security, physics and astronomy, chemistry, medicine, pharmacy, biological sciences, agronomy, hydrogeology and land management, mechanical engineering and transport, photonics and instrumentation, public and municipal administration, regional and sectoral economics, linguistics, advertising and public relations.
Regarding the inevitability of reforming the current system of professional education, the head of state spoke in his Address to the Federal Assembly in February 2023. The President proposed to return to the traditional system of training specialists with higher education.
