Beijing, June 19 /Xinhua/ — This year marks the 25th anniversary of the founding of the Shanghai Cooperation Organization (SCO). Over a quarter of a century, the SCO has transformed into a comprehensive regional cooperation organization with the largest geographical coverage and population in the world, possessing enormous development potential.
In the conditions of digitalization around the world, digital infrastructure has become a key pillar of the development of countries and regions. China and other SCO countries, consistently guided by the “Shanghai Spirit” as the fundamental basis of their activities, are steadily strengthening consensus in the field of digital development, improving the construction of institutional mechanisms, and promoting practical cooperation in the digital sphere.
In recent years, SCO has achieved fruitful results in cooperation in the field of digitalization and intelligent technologies, as evidenced by the following examples.
In particular, in Kyrgyzstan, with the participation of Chinese companies, a 5G network was built, covering large cities, which contributed to the growth of internet penetration in the country from 43% to more than 70%. A joint digital medical platform, created within the framework of cooperation between China and Tajikistan, provided full telemedicine consultations in Tajikistan, which benefited residents not only in cities but also in remote regions of this country.The introduction of an artificial intelligence system into the “virtual classroom” in Uzbekistan facilitated overcoming spatial and temporal limitations in professional and technical education.
“Cooperation among the SCO countries in the field of digitalization and intellectual technologies moves from strategic planning to practical implementation. The organization unites member states through data and computing power, strengthening the foundation for industrial cooperation in the region,” said a research fellow at the Institute of Russia, Eastern Europe, and Central Asia of the Chinese Academy of Social Sciences, Xiao Bin.
Recall that at the SCO summit in 2025 in the city of Tianjin /Northern China/ the Chinese side announced the establishment of six practical cooperation platforms, including the cooperation platform in the field of digital economy “China-SCO”, aimed at promoting the transformation of cooperation among SCO countries in the field of digital economy.
“Since its launch, this platform has effectively helped enterprises overcome barriers when entering new markets and has become a key node for deepening multifaceted cooperation in areas such as digital infrastructure, standards coordination, and personnel training,” said the deputy head of the Data Administration of Tianjin City, Zhou Shensi.
Many experts associate the unique advantage of the WTO with deepening interaction in the field of digitalization and intellectual technologies with a solid foundation of cooperation and differentiated resource potential among organizing countries.
A researcher at the Chinese Center for the Development of the Information Industry (CCID), Zhu Shuai, noted that many years of cooperation in the fields of security and economy among the member states of the SCO have formed a high level of political trust, which has created a reliable basis for cross-border data turnover and cooperation in the field of cybersecurity.
According to him, the markets and resources of the SCO countries are characterized by a high degree of complementarity: China holds leading positions in computing power and large models, while the markets in Central and South Asia require digitalization and possess huge demographic potential.
In May of the current year, the Joint Laboratory of Digital and Intellectual Applications of the SCO and the Computational Industry of the SCO was officially established, marking a significant step forward in SCO collaboration in the field of the digital economy in the direction of joint technological research, joint use of computational resources, and the joint creation of an ecosystem corresponding to the industry.
“Against the backdrop of the restructuring of global supply chains and the interaction of relations between the major powers of the SCO, it provides a pragmatic and implementable model for global cooperation in the field of digitalization and intellectual technologies, which gives regional development greater stability,” summarized Xiao Bin.
