Work begins at the UN to review 40,000 mandates

Reform of the United Nations Organization system within the frameworkInitiatives of the “UN-80”is moving to a new stage – from “diagnosing” the problem to practical changes. This was stated by the President of the General Assembly Annalena Baerbock, speaking at an informal meeting of the General Assembly in New York on Monday.

According to her, a year after the launch of the initiative, significant progress has already been seen. In particular, an important step wasadoption of the key resolution last weekabout the creation, implementation, and revision of mandates.

Review of mandates

For more than 80 years of the UN’s existence, over 40 thousand mandates have been created. At the same time, some of them have lost their relevance, are duplicated, or are not used.

“The speech is not just about administrative reform, but about ensuring that UN resourcescorresponded to modern priorities and needs“, ” emphasized Berbok, expressing gratitude to the member states for their active participation in this process.

She also reminded that in the near future it is planned to appoint two co-chairs of the Special Working Group on the review of mandates, which should resume its work by May 1, 2026.

Structural changes

According to the Chairperson of the General Assembly, the work on analyzing mandates already allows identifying duplication and fragmentation of efforts within the UN system, which lays the foundation for deeper structural and programmatic transformations.

In particular, the meeting discussed the possibility of merging the structures of “UN Women” and the UN Population Fund (UNFPA), as well as issues related to the development of technologies and the use of data.

Acceleration of reforms

Berbock emphasized that the expected comprehensive report on the “UN-80” initiative could give an additional impetus to reforms, both by accelerating the pace and by improving the substantive content.

She called on the member states to continue active and constructive participation in the process.
