In January-March 2026, microfinance organizations (MFOs) issued loans to clients totaling 482 billion rubles, which is 7% less than in the fourth quarter of 2025. The decline was influenced by the requirement to use biometrics when issuing online loans and the tightening of criteria for calculating the debt burden indicator.
Since the beginning of the year, MFIs have not been able to use unverified information about borrowers. In addition, starting from October 1, 2026, the number of simultaneously active “expensive” loans (with a full credit cost exceeding 200% per annum) for one citizen will be limited to no more than two. In response to these changes, MFIs have intensified the issuance of loans with credit limits (analogous to a credit card). Companies use this even as a replacement for classic products, as this allows them to reduce operating costs and retain customers longer: the validity period of limits opened in January – March 2026 was 3–5 years, the average limit size was just over 50 thousand rubles.
