Deputy Prime Minister Dmitry Patrushev visited the Republic of Tatarstan on a working trip. Together with the head of the republic, Rustam Minnikhanov, the deputy prime minister visited the region’s production facilities and also held meeting No. 58 “Organization of the system for handling MSW.” The leadership of profile departments, industry companies, regional heads, and representatives of the Federal Assembly took part in it.
“In the coming years, we will need to build a large number of infrastructure facilities. Since the beginning of 2026, four complexes have been put into operation: in the Leningrad and Chelyabinsk regions, the Republic of North Ossetia–Alania, and Dagestan. Several disposal facilities have also begun operation. Overall, we need to seriously increase the pace of work. Therefore, an inventory of each facility is required from the point of view of assessing its project documentation, the quality of work of contractors, the measures of support provided, and compliance with the schedule,” said Dmitry Patrushev.
The Deputy Prime Minister emphasized the necessity of increasing the transparency of processes within the framework of incidents. This concerns, for example, the installation of video surveillance cameras at the construction site, as well as the emergence of a complete picture regarding the implementation of each infrastructure facility. The Vice Premier also noted the necessity to actively use digital and analytical tools of the Government Coordination Center in the process of making decisions on municipal solid waste (MSW) reform.
“Comprehensive control should be ensured not only for large construction projects. This also applies to other areas for which ‘roadmaps’ have been approved. In particular, by 2025, regions have acquired over 62 thousand containers, another 63 thousand are to be purchased this year. The renewal of the fleet of special equipment is also ongoing. A major support here has been the mechanism of preferential leasing. Thus, about 1,500 garbage trucks and other equipment have been acquired over the year,” emphasized Dmitry Patrushev.
Following the meeting, Dmitry Patrushev set the task to create a working group in each region that will visit sites, record the construction status of objects, and promptly resolve arising problems.
In addition, Dmitry Patrushev instructed the Ministry of Natural Resources, the Federal Environmental Operator (FEO), and the regional leadership to keep the situation with waste removal during the resort season under special control, in order to prevent failures and collapses.
The Deputy Prime Minister also visited PJSC “KAMAZ” in Naberezhnye Chelny during the trip, where a prototype of a future garbage truck was demonstrated.
“The new domestic garbage truck must meet the requirements of municipal services and the requests of industry companies, including in terms of weight parameters,” added the deputy prime minister.
Also, during a working trip, the Vice Prime Minister familiarized himself with the operation of one of Russia’s largest pulp and paper industry enterprises – the Naberezhnye Chelny cardboard and paper mill named after S.P. Titov. He assessed the “Green Tire” project – the development is an innovative solution by “Tatneft” in the field of a closed-loop economy. The project is aimed at organizing the collection and deep processing of used tires to subsequently obtain pyrolysis gas, synthetic oil, technical carbon, and reduce the environmental load.
