By the order of the Chairman of the Bank of Russia, as of June 10, 2026, Mikhail Valeryevich Mamuta, a member of the Board of Directors of the Bank of Russia, has been appointed Deputy Chairman of the Bank of Russia. Previously, he headed the Service for the Protection of Consumer Rights and Ensuring the Accessibility of Financial Services (SZPPiO FUS).
Simultaneously, the work of the Consumer Rights Protection and Behavioral Oversight Service (SZPPIODFU) will be reorganized within the structure of the Bank of Russia. Based on it, two new subdivisions will be created: the Consumer Rights Protection Service (SZPP) and the Department of Behavioral Supervision (DPN).
Thus, in the SPPC, functions of regulation and analytics in the field of consumer protection rights assurance, interaction with consumers, financial literacy, and accessibility will be concentrated; in the DPB – reactive and preventive behavioral supervision, methodological support for behavioral supervision. Such changes will allow increasing the efficiency of work in activity areas and the promptness of decision-making.
Ekaterina Butova will be appointed as the Acting Head of the Consumer Rights Protection Service, and Sergey Kolganov will serve as the Acting Director of the Department of Behavioral Supervision. Previously, they held the positions of deputy heads of the SZPPiODFU. The activities of the specified departments will be supervised by Mikhail Mamuta.
SZPPIODFU will be abolished in December 2026.
