The government is conducting systematic work to reduce the investment and construction cycle. On average, in the regions of Russia, a multi-apartment building will be built in three years and three months by 2025 — 1228 days, which is more than 1.5 times faster than in 2019 (2181 days). This was reported by the Deputy Prime Minister Marat Khusnullin.

At the recent Petersburg International Economic Forum, the President once again raised the topic of reducing the investment and construction cycle, and we continue to work actively in this direction. Our task is to reduce the investment and construction cycle to 1,000 days by 2030. This is an ambitious but quite achievable goal within the framework of the federal project “New Construction Rhythm” of the national project “Infrastructure for Life.” Even despite difficult conditions, by the end of 2025, the investment and construction cycle for apartment buildings has already been reduced to 1,228 days — that is three years and three months.More than twice — from 1168 to 550 — the number of documents required from the developer has been reduced. Reducing the administrative burden directly accelerates the introduction of housing and social facilities, and also positively affects their final cost. We see that regions are actively engaging in this work: 46 entities showed positive dynamics for the results of 2024–2025. All the work done in the subject is the result of the synchronization of regional legislation with federal requirements and the introduction of best practices,” noted Marat Khusnullin.

Work on measuring the duration of the investment and construction cycle in the region is carried out quarterly by Minstroy Russia, including an analysis of the compliance of regional legislation with federal requirements.

Also, the results of the implementation of plans for reducing construction timelines until 2025, which will be taken into account as part of checks for compliance with regional legislation by the federal government in 2026, were summarized.

Every six months, the duration of construction is practically evaluated. From the regions to the Ministry of Construction of Russia, lists of commissioned capital construction facilities are received, categorized by different classifications. From this list, 12 objects are randomly selected in each group, for which the timelines of all procedures are requested.

“The Ministry of Construction of Russia within the framework of monitoring the duration of the investment and construction cycle in the regions assesses the dynamics of reducing the construction procedure, including compliance of regional norms with federal legislation, the speed and quality of adapting the regulatory framework of the subjects of the Russian Federation to changes at the federal level, the level of introduction of digital solutions, as well as the presence of excessive and outdated requirements.””It is especially worth noting the regions with the best results, including the Smolensk region, where the implementation deadlines for projects were reduced by 371 days, the Novgorod region – by 290 days, Perm Krai – by 224 days, the Republic of Tatarstan – by 196 days,” said the Minister of Construction and Housing and Communal Services Irek Faizullin.

The discussion of further steps to reduce the investment and construction cycle procedure and adapt regional legislation is being conducted by the Government in close cooperation with representatives of the “United Russia” party.
