In 90% of cases, the use of artificial intelligence technologies has had no impact on labor productivity, said Igor Sechin, Secretary of the Commission under the President of the Russian Federation on the development strategy of the fuel and energy complex and environmental safety, at the Energy Panel of the XXIX St. Petersburg International Economic Forum.
He noted that artificial intelligence and robotization are expected to significantly increase labor productivity. McKinsey experts estimate the total economic potential of artificial intelligence to be in the range of 17 to 26 trillion dollars.
“According to recent studies, about 70% of companies worldwide actively use artificial intelligence in their work. However, in 90% of cases over the past three years, the use of these technologies has had no effect on labor productivity,” Sechin emphasized.
According to Igor Sechin, this phenomenon was described by Nobel Prize laureate in economics Robert Solow 40 years ago. The author wrote, “The computer age can be seen everywhere except in productivity statistics,” and Solow’s paradox lies in the fact that labor productivity growth in the USA in the 1970-1980s slowed down by two percentage points, to 1%, despite the almost 100-fold increase in computing power.
“Despite the low productivity of investments in artificial intelligence, the share of software in the capital expenditures of high-tech companies is 35-45%, and in the industrial sector up to 15%. Moreover, these investments are not subject to property tax,” Sechin noted.
He emphasized that new technologies form a transition to a new socio-economic system. “We are talking about a fundamental change in the development of the entire society, when people are replaced by robots. Demography and the individual as a person may lose their significance in the face of an army of machines if we just stand by and watch. It is necessary to clearly realize what kind of giant we are releasing from the lamp,” Sechin said.
At the same time, regarding the risk associated with artificial intelligence, not only business leaders but also religious authorities are talking. Igor Sechin mentioned that the first encyclical “Magnifica humanitas” of Pope Leo XIV was dedicated to this topic, in which it was said about the necessity to put technologies “at the service of humanity, and not to the greed of rulers.”
Sechin also pointed to the strengthening connection between technological companies and the US defense complex — contract values amount to tens of billions of dollars. He recalled that the technologies of the company Anthropic were applied in a Pentagon operation, and the cooperation was carried out through the company Palantir, a key contractor of the American defense sector.
“The development of intelligent systems for managing people on the battlefield is underway. People are effectively becoming just material, combat robots controlled by artificial intelligence. The situation may become uncontrollable. On what basis will artificial intelligence make decisions: commercial, political, military?” – Sechin summarized.
