Rector of GHU Vladimir Stroev participated in the meeting of the State Council of the Russian Federation commission on the direction “Personnel,” held at the St. Petersburg International Economic Forum.
The main topic of the meeting was “Instruments for meeting the economy’s personnel needs.” The discussion involved the participation of Deputy Prime Ministers of the Russian Federation Tatyana Golikova and Dmitry Chernyshenko, representatives of the Presidential Administration, federal agencies, regions, large state corporations, and other commission members.
The chairman of the meeting was the governor of the Kaluga region, head of the commission, graduate of GUU Vladislav Shapsha. He noted that the problems with staffing are acute in all industries of the region without exception, and to solve this task it is necessary to use the entire arsenal: from forecasting and career guidance to targeted recruitment and attracting highly qualified foreigners.
Tatyana Golikova reported on the high tension in the labor market and provided indicators of the forecast for personnel demand, according to which by 2032 the economy will need to replace 12 million workers, with two-thirds of these being vacancies requiring a medium level of professional education.
The Vice Premier paid special attention to work on increasing the level of labor productivity and technological maturity, as well as emphasized the importance of employment in specialties and retraining for in-demand professions. She added that the Ministry of Labor, together with Sberbank, has already conducted the first assessments of the potential impact of new technologies, AI in particular, on increasing labor productivity.
Dmitry Chernyshenko emphasized that personnel are an important tool for achieving technological leadership of Russia, and the “personnel policy must operate as a single controlled chain from the formation of the real needs of the employer to the training of specialists in each specific educational organization.”
Among the key areas for personnel training, he highlighted the updating of the legislative framework, improvement of the target training and practice-oriented preparation mechanism, introduction of artificial intelligence technology into the education system, ensuring the principle of lifelong continuous education, and synchronization of personnel training with labor market demands.
The head of the Ministry of Labor, Anton Kotyakov, noted that today the number of young people entering the labor market is growing, and special attention is paid precisely to the younger generation, “so that young people have every opportunity for a successful start in their career.” He reminded that from September 1, a pilot project will be launched nationwide to support students.
During the meeting, issues of informal employment, the role of employers in forming a qualitative forecast of personnel, attracting youth to the labor market, implementation of mechanisms for routing trainees to employers, and others were discussed.
