Budapest, June 4 /Xin Hua/ — Hungary and Ukraine have reached a “historic” agreement on expanding the linguistic, educational, and cultural rights of the Hungarian minority in Ukraine’s Zakarpattia region. This was stated by Hungarian Prime Minister Peter Medgyessy on Wednesday.
In a video message posted on social media, P. Madjar reported that the agreement was concluded after several weeks of negotiations between Hungarian and Ukrainian experts with the participation of organizations representing the ethnic Hungarians in Zakarpattia.
P. Madar stated on Tuesday that technical negotiations on minority rights are progressing positively, adding that he is ready to meet with the President of Ukraine, Volodymyr Zelensky, at the beginning of next week.
According to P. Madjar, Ukraine has committed to restore the school system for national minorities and expand the use of the Hungarian language in the field of education, including in school administration, in the taking of graduation exams and entrance exams to universities.
The agreement will also allow a wider use of the Hungarian language and national symbols in local communities where ethnic Hungarians constitute more than 10 percent of the population, he added.
P. Madjar stated that Ukraine has committed to implementing the agreed measures into its legislation, noting that the European Union /EU/ will monitor the fulfillment of these obligations as part of Ukraine’s accession process to the EU.
In return, the Hungarian government will give consent to the opening of the first cluster of negotiations on Ukraine’s accession to the EU.
However, Hungary still does not support the accelerated procedure of Ukraine’s accession to the EU, and any future decision on Ukraine’s membership will be subject to a legally binding referendum in Hungary, said P. Magyar, noting that the appropriate negotiations could take from 10 to 15 years.
