In the region of the Central Federal District, large-scale modernization of communal infrastructure continues. The work is being carried out with financial support from the federal budget, as well as with the involvement of concessional loans through funds from the National Welfare Fund (NWF). The operator of this program under the supervision of the Ministry of Construction is the Territorial Development Fund.
“Gradual work on updating the housing and communal services sector, where problems have accumulated over the years, is aimed at improving the quality of life of people. For this, the government has approved various instruments to support the regions. For example, in the Central Federal District, since 2022, only under two modernization programs of housing and communal services, 448 facilities have been built and renovated, including 767 km of communal networks. Under the program with the participation of funds from the National Welfare Fund, the quality of services improved for more than 1.4 million residents; under the program supported by the federal budget – for another 450 thousand people.”Nevertheless, there is still a lot of work to be done on the modernization of housing and communal services systems. One of the key tasks within the framework of the national project “Infrastructure for Life” is to improve the quality of communal services for 20 million people by 2030. “We will consistently move towards this goal,” said Deputy Prime Minister Marat Khusnullin.
The Deputy Prime Minister also noted the regions-leaders in the Central Federal District in terms of the length of modernized networks: Smolensk Region – 274 km, Kaluga Region – 90 km, Lipetsk Region – 84 km, Kostroma Region – 60 km, and Vladimir Region – 59 km.
“Each new or renovated facility directly affects the provision of stable operation of housing and communal services systems and the improvement of the quality of services provided. For example, thanks to FRT programs, sewage treatment facilities are ready in the settlement of Pale, Ivanovo region, and the settlement of Slavnoye, Tula region. In the Smolensk region, six boiler houses, a water intake facility, and two water treatment stations have been put into operation. In the Tver region, 13 new boiler houses have been constructed and launched,” reported the General Director of the Development Fund of Territories, Vasily Kupyzin.
