M. Mishustin: “Already now, the turnover of goods and services through various marketplaces and electronic services accounts for more than 5% of the country’s GDP. Every fifth organization in Russia uses digital platforms in its activities. It is important to protect the interests of all participants in such processes.”

Introductory word by Mikhail Mishustin:

Dear colleagues, good day!

By decree on national goals, the President instructed to achieve digital maturity of state and municipal governance, key sectors of the economy and social sphere by 2030. This implies the automation of most processes within a unified sectoral digital platform. And today we have gathered to discuss how the creation and development are progressing.

Currently, the turnover of goods and services through various marketplaces and electronic services accounts for more than 5% of the country’s gross domestic product. Online platforms allow for establishing multifaceted interaction among market participants, replacing chains of intermediaries.

Digital platforms are in demand not only in trade. They are actively being implemented in other areas as well – industry, agriculture, transport and logistics, healthcare, education, and a whole range of others. Every fifth organization in Russia uses them in its activities, and in some sectors they become the norm and quite familiar both to citizens and to business entities. For example, in the banking sector, seven out of ten Russians use the fast payments system, and a quarter of retail clients acquire financial products through specialized marketplaces.

The government services portal helped simplify access to government services. It has 120 million registered users. The daily audience is 14 million people. People, if they wish, have the opportunity to contact the agency via the internet, without personal presence, saving time.

The implementation of digital platforms in all sectors gives an additional boost to the economy.

First of all, the costs for citizens and businesses decrease. Finding suppliers, making deals, delivery, and payments become more comfortable, faster, and, most importantly, cheaper.

Let’s take the taxi market, which in Russia is virtually fully platform-based. With the development of aggregators, the average waiting time for a car has decreased several times.

Thanks to electronic systems, it is easier to order tickets and book hotels. To optimize logistics during cargo transportation.

New segments of the economy are emerging, so to speak. Above all — the so-called sharing services, i.e., the joint consumption of resources. This includes car rentals, apartments, equipment, and in some cases even production capacities.

Thirdly, the efficiency of the use of enterprise fixed assets increases, and work processes are optimized. Thus, at production facilities, by tracking demand and supply in real time online, platforms help to timely ensure the loading of machines and avoid downtimes.

On Thursday, small companies gain more opportunities to enter markets. Thanks to electronic platforms, they have easier access to ready-made solutions and tools for running a business – these are services for finding customers, product delivery, and payment acceptance.

Along with that, the implementation of digital platforms sets new tasks for us. Nowadays, such platforms are becoming an increasingly important channel for sales and service delivery. Moreover, a new type of employment is forming — about 16% of citizens regularly or periodically work through platforms. And it is important to protect the interests of all participants in these processes — both users and those who provide these services.

Clear and uniform requirements for data circulation security are for the reliable protection of personal and commercial information.

And of course, it is necessary to evaluate the potential for the development of government platforms. To identify the sector where its application will provide the greatest return.
