Deputy Prime Minister Tatyana Golikova held the first meeting of the interdepartmental working group on the development of a strategy for staffing the sectors of the economy and social sphere and adapting the labor market to technological changes for the period up to 2036. The agenda included discussion of the steps toward forming the strategy and its structure.
The Deputy Prime Minister noted that based on the results of the State Council commission meeting on December 25, 2025, the President of Russia Vladimir Putin instructed to develop and approve by December 1, 2026, a strategy for personnel provision for economic sectors and the social sphere and for adapting the labor market to technological changes for the period until 2036. An interdepartmental working group was created to develop the strategy.The composition included representatives of the Presidential Administration, the State Council commissions, federal and regional authorities, the Agency for Strategic Initiatives, Sberbank, “Rostec”, “Rosatom”, “Roskosmos” and others.
“Our key goal is to create a sustainable system for forecasting and managing personnel needs, integrated with educational and economic programs. When developing the new strategy, it is necessary to take into account technological changes that alter the employment structure and the requirements for employee qualifications,” said Tatyana Golikova.
Taking into account proposals from members of the working group of the Russian Ministry of Labor, a draft structure of the personnel strategy has been prepared, consisting of five sections, with key foundations for its formation defined. An important component of the strategy being developed is the analysis of demographic, personnel, and technological challenges that most strongly influence the state of the labor market, considering global trends and international research on the prospects of its transformation. Separate attention will be given to technological challenges that require the creation of new competencies and skills formation.Among us is the influence of technology, artificial intelligence, robotics, and remote forms of employment. The main task is to ensure a sustainable and regular synchronization of the education system, labor market, and technological agenda. In addition, the directions for strategy implementation must be linked to strategic planning documents, national projects, federal and regional program measures.
Following the results of the discussion, Tatyana Golikova gave instructions to the members of the working group to present additional proposals for the strategy project.
