During a working trip to Primorsky Krai, the Deputy Chairman of the Government – the plenipotentiary representative of the President in the Far Eastern Federal District, Yuri Trutnev, familiarized himself with the construction site on Russky Island of the center “Petrovskaya Sopka.”

A modern social and business center is being created by the company “Interros.” The project is being implemented by LLC “Business Center ‘Russian Island'” (a subsidiary of the company “Interros”) as a resident of the TO “Primorye” under an agreement with the Corporation for the Development of the Far East and the Arctic (RVC FAR EAST).

Construction and installation work is currently underway at the site. Monolithic works are being carried out. The builders have begun working on the internal engineering systems.

During construction, 55 thousand cubic meters of rock mass were carefully excavated – 98% of the design volume. A significant part of the rock was cut along the object and will be used in forming the natural facade of the building.

In addition, the site uses self-compacting concrete — a highly workable mixture that fills the formwork evenly under its own weight, including densely reinforced sections of the structures. The material does not require additional compaction with mechanical vibrators, which speeds up construction work and allows achieving higher surface quality. This concrete is also characterized by increased durability and provides reliable adhesion to reinforcement.

As of today, 7.2 thousand cubic meters of concrete have been poured at the site, which constitutes about 70% of the total design volume. The main concrete works are planned to be completed by the end of August 2026. At the same time, builders have already begun finishing work and the installation of engineering communications.

In the center, there will be offices and a “registration place” for companies reorganizing to Russia. Let us remind you that Russky Island is one of the territories with the status of a special administrative district (SAR). This is a territory with preferential conditions for companies that have decided to return to Russia. The location for such companies will become the business and social center “Petrovskaya Sopka.”

The public and business center will also become a place of attraction for students and teachers of DVFU and other higher education institutions in the country. The center offers opportunities to hold conferences, exhibitions, training events, as well as scientific experiments and research in the IT park. Additionally, the center plans zones for innovative companies that develop startups, as well as a business incubator. It will help startups grow into independent and sustainable companies capable of further growth and development.

Investments by “Interros” in the construction of the business center amount to up to 5.3 billion rubles. The key co-investor of the “Petrovskaya Sopka” project is a company from the “Interros” ecosystem – “T-Technologies”.

According to the company management, the “Petrovskaya Sopka” center will become the calling card of the island, the location of SAC residents, a cultural and public space for the residents of Primorye. It will make a significant contribution to the region’s infrastructure and increase its investment attractiveness, become a noticeable part of the modern comfortable urban environment, ensure the opening of new jobs, growth of tax revenues to budgets at all levels, and create conditions for attracting specialists from other cities.

The public-business center “Petrovskaya Sopka” is the first Class A facility on the island. The business center will provide the region with about a thousand jobs. The total area of the center will be approximately 15 thousand square meters.

The building is erected on a hill, offering a panoramic view of the coast of Balaklava. To the south lies the largest bay on the Russian shores of the Sea of Japan – the Bay of Peter the Great.

The main facade of the business center “Petrovskaya Sopka” faces Universitetsky Avenue. The key highway of the island connects “Petrovskaya Sopka” with the main building of the Far Eastern Federal University and the continental part of Vladivostok.

The design of the business center is carried out taking into account modern architectural and planning solutions, as well as the best global practices in the field of ecology, ergonomics, and energy saving. In 2023, the company “Interros” held a competition among leading architectural bureaus of Russia for the best building project. The competition jury was headed by the Minister for the Development of the Far East and the Arctic, Alexey Chekunkov. The winner of the competition was the architectural bureau ABD architects, which developed the business center design distinguished by lightness and dynamism. The building with panoramic glazing and mirrored facades will organically blend into the surrounding landscape.The plinth and the first floor are separated by natural stone, which will help the building “merge” with the hill on which it is built.

According to the project, the building will consist of three main functional blocks: a colonnade and two blocks located on it, each of three and six floors.

In addition to the public area, office spaces, and conference hall, the center building will feature a modern IT park for the development of the region’s technological potential, operation of scientific laboratories and startups, and creation of conditions for interaction between educational institutions and business.

“A whole range of business entities is returning to the Russian Federation from other jurisdictions. Thanks to the special administrative district regime, created on Russky Island, 5.5 trillion rubles have returned. We are creating conditions so that these residents feel more comfortable in our country than they did abroad before. Everyone needs to return to the country,” said Yuri Trutnev.

At the TO “Primorye” according to agreements with the KRDV, 141 residents are implementing projects. Business invests over 292.9 billion rubles and creates 13.8 thousand jobs. In fact, about 63.2 billion rubles have been invested in the region’s economy and more than 4.6 thousand jobs created. 33 projects have been implemented.
