Deputy Prime Minister Dmitry Patrushev held a meeting dedicated to issues of geological study, exploration, and development of placer gold deposits. Representatives of the Ministry of Natural Resources, Ministry of Finance, Ministry of Economic Development, Federal Service for Supervision of Natural Resources, Federal Agency for Subsoil Use, and other specialized agencies participated in it, as well as associations of gold industry workers of Russia and the governor of the Magadan region.
“About 15% of Russian gold mining is accounted for by placer gold. The issuance of licenses is done on a declarative basis, without competition and with a minimal one-time payment, which has led to increased environmental burdens and difficulties in detecting violations. And this cannot remain without our attention,” said Dmitry Patrushev.
At the meeting, proposals were discussed to increase the efficiency of licensing administration and control of gold mining activities, to improve the legislative framework, as well as the advisability of strengthening responsibility for violations in this sphere.
Following the results, Dmitry Patrushev instructed the Ministry of Natural Resources to finalize and submit to the Government within a month a draft plan of measures to improve environmental safety during the extraction of placer gold. In addition, the ministry will also work out the grounds for revoking licenses, simplifying this procedure, and introducing additional criteria for their issuance. For example, licenses should not be granted to unscrupulous companies, including those that have already been held accountable for violating subsoil use rules.
