M. Mishustin:Sergey Alexandrovich, good afternoon!
You lead a foundation that implements support measures for millions of our citizens, protecting the interests including those of families with children, pensioners, and veterans.
The president particularly emphasized the importance of fulfilling all the state’s social obligations to the people, and addressing urgent issues to improve the quality of life in the country.
Here, of course, the Social Fund plays a special role. It is about providing benefits for temporary disability, pregnancy and childbirth, as well as the payment of maternity capital and pensions. To take care of the welfare of those who need state assistance and attention.
Tell us in more detail how this work is organized, as well as about the results of last year and about the further plan.
S. Chirkov:Dear Mikhail Vladimirovich!
I report that last year we successfully completed. All social obligations of the state were fulfilled in full and on time. The amount of payments we have is indexed.
Since 2023, this is the first year of operation of the unified fund – its budget, allocations for all types of social protection and other activities have grown one and a half times. That is, it was 13 trillion rubles, and now it is already 19 trillion rubles. And all this is the public obligations of our state to its citizens.
Benefit amounts are also increasing. For example, the maximum amount of pregnancy and childbirth benefits for the same period has grown by 2.5 times. And now it amounts to almost one million rubles.
I would like to present such an interesting fact: on working days, the social fund pays our citizens 52 million rubles every minute.
New payments are appearing as well. For example, since last year we have been paying pregnancy and childbirth benefits to female students.
M. Mishustin:Was it Valentina Ivanovna Matviyenko’s initiative?
S. Chirkov:D. And as a result of legislative changes, this allowance has increased fourfold. Now it is almost 100 thousand rubles.
Since this year, self-employed citizens also have the right to temporary disability benefits if they have entered into voluntary legal relationships. Such a right did not exist before.
Currently, the fund provides a total of 121 main social support measures. According to your instructions, all federal measures were transferred to the format of social treasury. In the year, we provide more than 320 million services, of which 95% are already electronic applications in digital form. All certificates, for example, about work experience, salary, employment, and payments, are provided online via the public services portal. 85% of payments are made based on a single application, without requiring any documents from citizens.
We actively develop a no-claim format, where even a statement from citizens is not required, and payments are made based on actual life situations. In particular, disability pensions, monthly payments, and temporary disability benefits are all part of the no-claim format.
We are consistently reducing the timeframes for providing services according to your instructions… This year, we have achieved an average indicator of four and a half days to make a decision on appointing a particular measure. For example, orders regarding the use of maternity capital funds.
M. Mishustin:It is important to continue simplifying the receipt of all services, to develop an electronic format, to expand interaction with other departments for these purposes, so that people do not have to repeatedly seek additional certificates and documents to confirm the benefits they are entitled to by law.
This, of course, equally applies to all the services provided by the fund, including a unified allowance for families with children. By the instruction of the head of state, the government formalized the right to it for parents who are raising three or more children, so that they would continue to receive such a payment even with a slight excess of the average per capita income.
How does the fund implement this measure? How convenient is it for citizens?
S. Chirkov:Indeed, since May of the current year, the fund has been implementing this mechanism. It has been in effect since the enactment of the acts. The service is fully proactive. Citizens who previously received benefits now have them extended based on the same data that our colleagues used to request earlier. That is, we ourselves determine everything with the help of interagency interaction. And the person already receives a notification on the public services portal informing them that their payment has been extended.
It is also important here that we are reviewing the sizes of benefits. And refusal decisions made from January 1, 2026, before the entry into force of the legislation that allows this to be done in relation to large families, have already been reviewed. People will receive such benefits, including those who were previously denied.

I would also like to report on the fulfillment of your assignment and the President’s assignment regarding the pension rights of mothers with many children. Starting January 1, 2026, legislation has come into force according to which now all children of a woman with many children are considered when assigning a pension. Previously, there was no such right; there were restrictions. And now, if a woman has given birth to a third child and subsequent children, all of this is taken into account.
In January of the current year, we proactively reviewed the pensions of all women who were already receiving them and took into account all children who had not been previously considered. There turned out to be 405 thousand such women. Moreover, we identified another group of women who had not received a pension before but now have this right and have been assigned these pensions. There are 1,100 such women.
And also, according to the legislation, upon your instruction, an instruction from the President assigned payments to all mothers-heroes that were introduced since last year. And, for example, if a mother-hero retires and does not work, her pension has increased by more than 100 thousand rubles due to this.
M. Mishustin:It is very important to help such women, because a mother primarily thinks about the child and takes care of the family. And, of course, the state needs to help arrange all the benefits that she is entitled to quickly and comfortably.
It is also necessary to carefully monitor how all this work is carried out. So that families for whom such benefits are provided receive payments promptly, without unnecessary delays.
One more key direction of your activities concerns the support of participants in the special military operation. They should be provided with indispensable assistance — from providing technical rehabilitation means up to sanatorium treatment, pension benefits, and guarantees. And of course, special attention must be paid to the relatives and close ones of the participants in the SMO, our defenders.
What measures are you taking for this? And how do you interact, which is very important, with the veterans?
S. Chirkov:We have created a system for comprehensive support for our veterans at the foundation. Personal supervision – from the initial contact to the assignment of a specific payment. We provide about 30 social support measures to our veterans and their family members.
The largest mass payment is made during the period of hostilities, when the guys are still serving in the army. This is a monthly cash payment. We assign it proactively, based on data from the Ministry of Defense, also without an application. They receive it without contacting us.
In addition, we assign disability pensions to those guys who are still serving in the army, because military pensions are assigned after discharge from service. We provide rehabilitation funds. Here is a very good tool — an electronic certificate. It is also proactively issued in the personal account on the public services portal. It can then be used for those rehabilitation funds to which they are entitled.
Last year, two important legislative novelties were implemented to improve the situation of our heroes. The first is disability pensions for militia members, volunteers. We are now assigning them. And the second is temporary disability benefits for those guys who returned from the front but have not yet returned to their previous work. This benefit is now assigned in the most advantageous option.
But the most probably important project for us is the rehabilitation of the guys who have already returned from the front. In our rehabilitation center, according to your instructions, Mikhail Vladimirovich, we have been managing this project since last year. Last year, 19 thousand participants in the Special Military Operation were rehabilitated. As it seems to me, this is a very successful project, because 93% of the guys positively evaluate the treatment in our center.
M. Mishustin:This is very important.
S. Chirkov:We are collecting feedback. And based precisely on this feedback, since this year the Government has adjusted some regulations…
M. Mishustin:Sergey Alexandrovich, there is another point here. 7% of those who assessed it negatively — this needs to be specifically clarified, to understand what went wrong, why, and to help carry out the appropriate work on the mistakes.
S. Chirkov:Mandatory.
M. Mishustin:It is very important not to be guided by numbers, but by actions. And for our defenders to feel this.
S. Chirkov:And more. Starting this year, our children can attend rehabilitation centers accompanied by escorts. This wasn’t the case before. Now close relatives can accompany them, and not only relatives,но иFriends. This year we expect about 4 thousand people to come with accompanying persons. And we also take all these expenses on ourselves.
In addition, now the payment for travel to the place of treatment to our centers is made not only by reimbursement upon presentation, but also by advance payment. We buy tickets for them…
M. Mishustin:Yes, we made this decision with the support of the head of state.
S. Chirkov:This measure is very popular. And this year we expect to restore the health of 22 thousand children. 8 thousand have already undergone such treatment with us. We will continue this project.
I would also like to report that we have created and maintain a registry of veterans for our colleague from the “Defenders of the Fatherland” foundation. For the personal support of the guys on all issues, it contains all the necessary data, including the appointed social support measures. This matter is under special control, and for us, of course, it is very important that the guys feel protected. We will do everything for this.
M. Mishustin:It is also necessary that the support tools for participants in the special military operation be maximally accessible, transparent, and understandable. So that they help the participants of the SMO, veterans, and family members quickly, easily, and conveniently resolve their issues.
