On May 22 in Shenzhen, a forum on the high-quality development of the film industry took place within the framework of the Forum on Strengthening China’s Cultural Potential 2026. The event, timed to the beginning year of the 15th five-year plan and the plans for building a cultural power, focused on two key topics: the creation of outstanding films and the active development of the film economy. Representatives of specialized departments, film companies, leading creative personnel, and experts participated in the forum, discussed ways to overcome industry difficulties, and formed a consensus on the high-quality development of Chinese cinema.Nearly 200 representatives of the film industry and sectoral structures from across the country attended the event.

The forum was organized by the Propaganda Department of the Central Committee of the Communist Party of China in cooperation with several ministries. Participants, relying on creative practice, industry management, and theoretical research, reached a consensus: no matter how much the market situation changes, touching, qualitative stories always remain the foundation of the existence of the film industry.

Van Cjon, secretary of the party committee and chairman of the board of Shanghai Film Corporation, relying on enterprise practice, stated that confidence is more valuable than gold, and resilience is more important than speed. By 2025, thanks to high-quality content, Shanghai Film Corporation has achieved double success — high box office revenue and income from consumer products based on intellectual property (IP), as well as accelerated implementation of new productivity tools such as computing power and AIGC.In the future, the Corporation will focus on content, develop innovations in the field of AI technologies, and continue to refine a series of masterpieces, using technological equipment and expanding industrial supply chains to assist the industry in overcoming challenges.

Many leading creative workers, sharing their experience of creating films, pointed to the general choice in favor of a deep study of local culture and commitment to truthful expression. Director Yu Baymei, using the example of the box office film “Crouching Tiger, Hidden Dragon: Sword of Destiny,” described the path of cultural self-expression in a martial arts film in the wuxia genre. He noted that wuxia is the calling card of Chinese cinema on the world stage.The film combines traditional Kung Fu spirit with modern values, reinterprets the Eastern world of “Cizansy” (note: a world engaged in martial arts), and grossed 216 million US dollars worldwide, which allowed bringing the Eastern aesthetics and cultural traditions of Kung Fu to the international level.

Director Lan Hunchun works deeply with local plots from the Chaoshan region and invariably adheres to the principle that truthfulness is the lifeblood of a work. For the creation of the film “Love Letters to Grandma,” his team visited more than 300 emigrant families over several years, carefully restoring century-old details of everyday life, and told in the Chaoshan dialect the story about their native land and the family at the homeland of the emigrants.He believes that the more local the content, the more national it is; small, but beautiful and heartfelt, sincere stories are capable of overcoming regional boundaries and touching the depths of the soul of viewers throughout the country.

In creating large-scale films on revolutionary-historical themes, both adherence to traditions and innovations are preserved. Se Nyan, first deputy head of the Propaganda Department of the Party Committee of Guizhou Province, citing the example of the film about the Great March “Four Crossings,” noted that when creating films on “red” themes, one should rely on historical truth, consider artistic innovations as key moments, and value orientations as the core. The film recreates the legendary story of the four crossings over the Chishui River from the perspective of a new era.The film will be released nationwide on June 26, allowing the spirit of the Great Steppe to acquire vital strength of the era and thanks to cinema.

Deng Guanqun, secretary of the party branch and permanent deputy chairman of the China Film Association, pointed out directions for the development of the industry at a theoretical level.He proposed that in constructing film theory it is necessary to adhere to direction, constructiveness, and openness, to accelerate the creation of an independent knowledge system about cinema in China, and with the help of premium incentives and academic seminars to facilitate the absorption of creativity from styles to consciousness; actively master new technologies, strengthen international exchange, and with the help of theoretical innovations contribute to the development of the industry.

Within the framework of the thematic discussion, participants thoroughly discussed creative difficulties, the incubation of film works, and industry development, and came to the conclusion that sincerity always remains the foundation of filmmaking. Only with an early balance between artistic aspirations and market laws, combining the transmission of cultural heritage with innovative expression, deeply working on the content and strengthening the film economy, can one consistently create outstanding works capable of withstanding the test of time.At the new stage of development, the Chinese film industry will remain true to its original goal, will act decisively and fundamentally, strengthen cultural confidence with a large number of high-quality works, and channel powerful energy into strengthening the cultural and cinematographic potential of China.
