The Presidium of the Governmental Commission on Regional Development under the leadership of Deputy Prime Minister Marat Khusnullin approved new applications from the Chechen and Udmurt Republics for receiving treasury infrastructure loans (TIL).
“The implementation of projects under the Treasury infrastructure credit program positively affects the stability of the provided utilities, transport accessibility, and overall quality of life in the Russian region. As of today, additional projects have been approved, which will be implemented with the involvement of KIK for a total amount of about 12.4 billion rubles. In Grozny, it is planned to build a pedestrian boulevard named after Vladimir Putin with a length of 1.3 km and a bridge, and in the Udmurt Republic to reconstruct sections of the R-1 Izhevsk – Votkinsk road with a total length of about 14.3 km.”Overall, since 2025, 759 facilities and events within the framework of 272 projects in 86 regions have been approved,” reported Marat Khusnullin.
The curator of the infrastructure loans program is the Ministry of Construction of Russia, and the Development Fund of Territories participates in its implementation.
“Within the framework of the project approved by the Udmurt Republic, it is planned to reconstruct three road sections of route R-1. Besides connecting cities, this road allows the main flow of vehicles traveling from Izhevsk to the capital of the neighboring subject – Perm. The implementation of the project will not only significantly improve transport accessibility but also reduce transport costs for enterprises. A key feature of the second approved project – in the Chechen Republic – is its architectural and semantic integration with the mosque named after Akhmat Kadyrov.””The boulevard will be transformed into an improved square in front of the mosque by means of a pedestrian bridge, forming a single pedestrian route and a dynamic public space oriented towards the residents and guests of the city,” noted Vasily Kupyzin, General Director of the Territorial Development Fund.
