Beijing, May 20 /Xinhua/ — Chairman of the PRC Xi Jinping and President of Russia Vladimir Putin on Wednesday welcomed a “new stage” in Chinese-Russian relations, agreeing on a new extension of the Treaty of Good-Neighborliness, Friendship, and Cooperation between the PRC and the Russian Federation and promising to jointly promote the establishment of a more just and rational world order.
The two-day state visit of V. Putin became his 25th trip to China. In Beijing, the leaders of the two countries held negotiations and a tea party, visited a photo exhibition, and were present at the signing of numerous cooperation documents.
As Xi Jinping noted during the negotiations, in recent years, under conditions of an acute and complicated international situation, China and Russia have been developing relations of all-encompassing partnership and strategic interaction into a new era, based on the principles of equality, mutual respect, fulfillment of obligations, and cooperation for the sake of mutual benefit.
Mutual political trust is constantly deepening, cooperation in areas such as the economy and trade, investments, energy, science and technology, cultural and humanitarian, and interregional exchanges is steadily advancing, becoming stronger links between peoples, observed the Chairperson of the SNF.
“Chinese-Russian relations have entered a new stage of more effective and more rapid development,” he indicated.
The Chinese leader reminded that this year marks the 30th anniversary of the establishment of China-Russia partnership relations and strategic interaction, as well as the 25th anniversary of the signing of the Treaty of Good-Neighborliness, Friendship, and Cooperation between the PRC and the Russian Federation.
According to Si Jinzhipin, this legally formalized agreement laid the institutional foundation for long-term relations of good neighborliness, friendship, comprehensive partnership, and strategic interaction between the two states.
Xi Jinping stated that so far, Sino-Russian relations have reached ahead-of-schedule development.
The leaders of the two countries agreed to extend the Treaty on Good-neighborliness, Friendship and Cooperation. As V. Putin emphasized, this treaty laid a solid legal foundation for the development of interstate relations and under current conditions acquires even greater importance and relevance.
According to the President of the Russian Federation, thanks to the joint efforts of both sides, Russian-Chinese relations have reached an unprecedented height, characterized by close contacts at a high level and strong political mutual trust.
V. Putin stated that Russian-Chinese relations have withstood trials and have grown stronger day by day, becoming a model of comprehensive partnership and strategic interaction.
PRACTICAL ASSOCIATION
Confirming the strength of bilateral ties, Xi Jinping stated that unwavering support for the long-term, healthy, stable, and high-quality development of Chinese-Russian relations is a strategic choice for both sides, based on the fundamental interests of the two states and on the general trend of global development.
He called on both sides to assist in improving the quality of bilateral practical cooperation in areas such as trade, investment, energy, transport, and scientific and technological innovations, as well as actively explore opportunities for cooperation in advanced fields in order to create new growth drivers with the help of productive forces of a new quality.
According to data from the Ministry of Commerce of the PRC, the trade turnover between the two countries exceeded 200 billion US dollars for the third consecutive year in 2025. For 16 years already, China has remained Russia’s largest trading partner.
Si Jinping pointed out the necessity to unwaveringly develop China-Russia friendship, passed down from generation to generation, strengthen humanitarian exchanges and cooperation in the fields of education, culture, cinematography, tourism, and sports, thereby contributing to the strengthening of the social foundation of friendship between the two countries.
This year marks the beginning of the Cross Years of Education between China and Russia, which are already the tenth thematic cross years of the two countries. Xi Jinping and V. Putin attended the opening ceremony of the China-Russia Years of Education on Wednesday.
Leaders of two countries signed and published a joint statement on further strengthening comprehensive partnership and strategic interaction, as well as deepening good-neighborliness, friendship, and cooperation between China and Russia.
On the same day, the official representative of the Ministry of Foreign Affairs of the PRC, Zhao Lijian, announced that China has decided to extend the visa-free regime for Russian citizens until December 31, 2027, in order to further facilitate people-to-people exchanges between the two states.
MORE ADVANCED AND POWERFUL GLOBAL CONTROL SYSTEM
“As permanent members of the UN Security Council and significant major countries of the world, China and Russia should, guided by a strategic and long-term perspective, contribute to the development and uplift of our countries through comprehensive partnership and strategic interaction of even higher quality, and provide impetus for the formation of a more just and reasonable global governance system,” Xi Jinping pointed out in a conversation with V. Putin.
According to the chairman of the SCO, both sides should deepen multilateral cooperation, further strengthen coordination and interaction within the framework of multilateral structures, unwaveringly protect the post-war international order and the authority of international law, unite the countries of the Global South, and contribute to reforming the global governance system in the right direction.
The heads of two states exchanged views on important international and regional issues.
Regarding the situation in the Persian Gulf region and the Middle East, Xi Jinping emphasized that an early cessation of hostilities will likely help reduce risks and contribute to the stability of energy supplies, the smooth functioning of production and supply chains, and the international trade order.
V. Putin, in turn, stated that Russian-Chinese cooperation is an important stabilizing factor in conditions of an unstable international situation.
He emphasized that Russia is ready to further strengthen multifaceted coordination with the SCO, support China in successfully holding an informal meeting of leaders of the economies of the Asia-Pacific Economic Cooperation /APEC/, jointly raise the status and enhance the influence of the Shanghai Cooperation Organization /SCO/, and consolidate unity and coordination within BRICS.
The President of the Russian Federation also expressed the readiness of the Russian side, together with China, to defend the authority of the UN, to uphold the diversity of civilizations, and to make the international order more just and rational.
During V. Putin’s visit, China and Russia issued a joint statement on the establishment of a multipolar world and a new type of international relations.
The Director of the Department of European and Central Asian Studies at the China Institute of International Studies, Li Ziguo, emphasized that under the conditions of current global turbulence and growing bloc confrontation, China and Russia act as the most important stabilizing forces on the planet.
The expert noted that the stability and predictability of bilateral relations make a significant contribution to peace and development worldwide. –0–
