Beijing, May 17 /Xinhua/ — The Ministry of Housing and Urban-Rural Development of the PRC called for the adoption of comprehensive measures to conduct “diagnostics” of cities and their renewal, emphasizing that renewal projects should be carried out only after conducting the “diagnostics.”

As noted by the responsible representative of the ministry, local authorities need to follow the principle of “checking the condition before updating” and more actively use the results of inspections when planning and implementing city renewal programs.

According to him, this year China will continue to advance work on a comprehensive “diagnostics” of the condition of cities and will implement renewal programs in accordance with high standards. It is planned to accelerate the implementation of a full quality check of housing, microdistricts, residential quarters, and urban districts.

Local authorities should conduct targeted assessments taking into account the key tasks of updating cities and local conditions, while simultaneously improving mechanisms for identifying problems, their solutions, evaluating results, and consolidating achieved accomplishments, noted the ministry representative.

Over the past several decades, China has experienced the largest and fastest process of urbanization in the world. In 2018, the country launched a pilot program “city status inspections” with the goal of constructing comfortable, sustainable, and smart cities. In 2024, this initiative began to be implemented on a full scale in all cities at the prefecture level and above to identify problems in urban development and provide scientifically based support for updating cities and improving urban management.

Recently, the ministry held a videoconference to coordinate work on the “diagnostics” of cities for 2026. According to official data, evaluations were conducted last year regarding 297 cities of the district level and above, as well as 152 cities of the county level, which allowed identifying and addressing a number of urgent problems causing concern among representatives of the public, and to provide support in carrying out high-quality updates of the cities. -0-
