The decision concerns Arkhangelsk, Kaluga, Lipetsk, Orenburg, Smolensk, and Tula regions. It will allow for releasing significant resources in the regional budget to support further improvement of the economy and quality of life of citizens.
Commentary
The write-off amount corresponds to the size of the contributions of these entities into modernization projects of housing and communal services (including the replacement of elevator equipment in apartment buildings), relocation of citizens from emergency housing, renewal of public transport, recapitalization of industrial development funds, as well as implementation of national and new investment projects.
Work to ease the debt burden of the regions is being carried out according to the instructions of the President, who, as head of state, gave it following the results of his Address to the Federal Assembly in 2024.
In 2025, about 60 regions were able to take advantage of this opportunity, whose burden was reduced by approximately 230 billion rubles. In 2026, almost 50 regions had their debt on budget loans written off for a total amount exceeding 155 billion rubles.
“Such decisions will continue to be made further as requests come from regional administrations, provided that the freed-up resources are directed towards the further improvement of living and working conditions locally, the fulfillment of priority tasks and plans,” – noted Mikhail Mishustin onmeeting of the Government on May 14.
