Moscow continues to implement the new standard of obstetric and gynecological care

The Moscow government continues implementing a new standard for outpatient obstetric and gynecological care. At its core is comprehensive care for women’s health and comfort in receiving specialized treatment. The new standard includes a full cycle of services — from consultations and examinations to support during pregnancy within the structure of a unified complex (women’s health center — maternity hospital or perinatal center — gynecological department of a multidisciplinary hospital).

Women’s Health Centers

The key element of the new standard is women’s health centers. These are modern clinics with a wide range of diagnostic capabilities. Women can receive obstetric and gynecological care throughout their lives, prepare for pregnancy, and be monitored by their doctor until the birth of the child. By the end of 2025, 16 such centers have been opened, replacing traditional women’s consultations.

In accordance with the new Moscow standard for women’s health, the following capabilities are provided:

— continuity between outpatient and inpatient care. For patients, this means seamless routing from the women’s health center to the maternity hospital, perinatal center, or multidisciplinary hospital. One team of professional doctors monitors the woman’s health;

— a unified equipment standard that allows performing the full range of diagnostic procedures on modern high-tech equipment: ultrasound examinations, mammography, or fetal screening;

— a unified approach to the team of specialists. The center employs doctors of various profiles, including obstetrician-gynecologists, therapists, endocrinologists, and psychologists;

— modern approaches to the prevention and treatment of diseases, including early detection of oncological diseases, treatment of infertility, cervical pathology, benign diseases of the mammary gland, and others;

— convenient digital solutions. All data on reception, results of examinations, analyses, and prescriptions are stored inelectronic medical record. All women’s consultations and women’s health centers are connected to a unified medical information-analytical system (EMIAS). All basic processes — structured protocols, site passports, routing, and pregnancy registries — are carried out digitally;

— comfortable conditions for patients, ensuring personal space, creating an atmosphere of coziness and a positive mood.

In addition, an important advantage of women’s health centers is accessibility. They accept patients seven days a week, unlike regular women’s consultations, where in many cases appointments are only available on weekdays.

Medical care at the women’s health center is received by residents of the capital of all ages, including during pregnancy, including patients from dispensary groups (with infertility and other health disorders requiring specialized treatment). Here, pregnancies are managed in maximally comfortable conditions with extensive diagnostic capabilities and the involvement of narrow-profile specialists.

Program on support of women’s reproductive health

In September 2024, Moscow started the first project in Russia to support women’s reproductive health called “Become a Mom.” Its goal is to help Muscovite women aged 18 to 39 in planning pregnancy, taking into account their individual characteristics. The project was developed together with leading specialists in reproductive medicine and obstetrician-gynecologists.

For the first time for the residents of the capital, procedures such as a blood test for the anti-Müllerian hormone (AMH), which indicates the level of ovarian reserve, as well as egg cryopreservation and genetic diagnostics of embryos, have become free.

At the first stage, participants in the project are offered a test to determine the level of AMH. If the analysis results show that it is reduced, the patient is invited to the women’s health center for a detailed consultation and offered a set of measures for successful pregnancy planning.

For example, women will be able to preserve their eggs or embryos for free with the help of cryopreservation at the clinic — a participant in the project for two years. When the patient has the opportunity and desire to become a mother, she will be able to use what has been preserved to become pregnant with the help of assisted reproductive technologies.

Today, EMIAS has formed directions for conducting screening examinations at the AMG level for more than 1.3 million women.

Since the beginning of the program implementation, over 322 thousand Muscovite women have undergone analysis. This indicates the high level of acceptance of the reproductive health population screening program among the female population.

In addition, under the OMS policy in Moscow, the procedure of extracorporeal fertilization (IVF) is available by doctor’s referral. In 2025, specialists at the capital’s clinic performed over 10,000 IVF procedures — that’s 14 percent more than in 2024.

Non-invasive prenatal screening

In March 2020, for the first time in Russia, non-invasive prenatal testing (NIPT) was included in the structure of prenatal diagnostics in Moscow. This is a highly accurate screening method for assessing the risk of chromosomal abnormalities in the fetus, based on the analysis of extracellular fetal DNA in the blood of a pregnant woman.

The technology of non-invasive testing has a number of advantages compared to traditional methods of prenatal diagnostics. The accuracy of the result is 99 percent.

In 2025, in Moscow, 11,162 patients underwent non-invasive prenatal testing, a high risk for chromosomal anomalies was identified in 361 of them. Until 2026, NIPT was available only to women permanently residing in the capital. Starting from 2026, this procedure is performed for all women within the framework of OMS if there are indications.

Expanded neonatal screening

The neonatal screening program has been implemented in Russia since 2006 for the early detection, timely treatment, prevention of disability, and development of congenital diseases that pose a serious threat to the health and lives of children.

Neonatal screening was initially conducted to detect five diseases, including cystic fibrosis (a disorder of the exocrine glands causing impairment of the respiratory organs) and phenylketonuria (an amino acid metabolism disorder), using the immunofluorescent analysis method.

In 2019, by decision of the Moscow Government, the neonatal screening program in the capital was expanded to include 11 hereditary diseases. Since 2023, the Ministry of Health of Russia has introduced mass screening of newborns for 36 hereditary diseases, and from 2026 — for 38.

Research is conducted at the Moscow Center for Neonatal Screening of the Morozov City Children’s Clinical Hospital.

In 2025, more than 112.5 thousand newborn Muscovites were examined, and 123 cases of various diseases were identified. All the children were registered for follow-up care. They receive necessary medical assistance and are provided free of charge with specialized therapeutic nutrition products and medications.

Morozov Children’s Hospital Laboratory, which is part of the Moscow Neonatal Screening Center, has the status of an interregional center. Here, expanded neonatal screening for 38 diseases is conducted not only for newborns from Moscow but also for residents of the Moscow and Magadan regions, as well as the Chukotka Autonomous Okrug.

Development of infrastructure for children’s treatment

In September 2025, a new multidisciplinary complex of the Saint Vladimir Children’s City Clinical Hospital was opened with the latest equipment and 15 state-of-the-art operating rooms. The complex houses 20 departments, including the hospital’s leading units. Among them are departments of maxillofacial, thoracic, vascular and neurosurgery, as well as trauma-orthopedic and uroandrological departments. In addition, a unique center of gravitational blood surgery and hemodialysis was opened in the complex, allowing the application of kidney replacement therapy methods for treating newborns and children up to 18 years old.

In addition, by 2025, six specialized children’s treatment centers were created based on the largest multidisciplinary hospitals:

— at the Morozov Children’s City Clinical Hospital — a center of cardiac surgery, where congenital and acquired heart defects, heart rhythm disorders are treated, as well as a center for the treatment of inflammatory diseases of the intestines and liver;

— in the Z.A. Bashlyaeva Children’s City Clinical Hospital — a center for the treatment of cardiovascular diseases, such as pulmonary hypertension, cardiomyopathy, familial forms of hypercholesterolemia, hyperlipidemia, and hypermicronemia, as well as a center for the treatment of celiac disease — an autoimmune disease primarily localized in the small intestine;

— at the N.F. Filatov Children’s City Clinical Hospital — a center of cardiac surgery specializing in congenital and acquired heart defects, as well as a center for the treatment of diseases of the hepatobiliary system and short bowel syndrome.
