Beijing, May 10 /Xinhua/ — China has launched a pilot program to assess the ethical aspects and provision of services in the field of artificial intelligence /AI/. This is stated in a notification from the Ministry of Industry and Information Technology of the PRC.

The pilot program will initially be implemented at the regional provincial level, where state pilot zones for AI innovation application are located, with the goal of studying practical approaches to implementing mechanisms of ethical review and providing services in the AI field.

This step is related to the fact that risks in the field of morality and ethics in the sphere of technologies, including discrimination based on algorithms and emotional dependency, are becoming more noticeable, which emphasizes the inevitability of creating such mechanisms.

The key tasks of the mentioned program include refining the rules of scientific ethics expertise in the area of information and intellectual property (IIP) at the provincial level, facilitating the creation of committees on scientific ethics, studying the possibility of establishing centers for expertise and services in the field of ethics, conducting practical activities on ethical expertise in the sphere of IIP, transforming the practical experience of expertise into technical standards, as well as improving reporting mechanisms on the results of expertise.

The notification contains calls for the creation of a national network of ethical risk monitoring services in the AI field, the compilation of relevant training materials, the conduct of regular ethics courses, as well as the provision of services for monitoring ethical risks and early warning to support cities participating in the pilot program.
