Deputy Prime Minister Dmitry Patrushev took part in the final meeting of the Rosselkhoznadzor board. The event summarized the results of work over the past year and outlined tasks for the future.
“For more than two decades, the federal service has played an important role in ensuring the biological safety of our country and controls the quality of products. At the same time, our agro-industrial complex is moving towards new goals related to increasing volumes of production and exports. For their implementation, the integration of efforts throughout the entire industry vertical is necessary. This includes control and supervisory activities,” noted Dmitry Patrushev.
The Deputy Prime Minister emphasized that the department needs to work more on anticipation, not just recording violations, but primarily creating conditions for their prevention. This should be based on a balanced set of preventive measures, a quality regulatory framework, a risk-oriented approach, the use of digital tools, and modern technologies.
Dmitry Patrushev noted that strengthening Russia’s position as one of the world’s largest producers of grain, oilseeds, and other agricultural crops is closely linked to ensuring phytosanitary well-being.
In addition, increasing the volume of crop production requires the improvement of the land supervision system. Dmitry Patrushev reported that by 2025, thanks to the measures of the Federal Service for Veterinary and Phytosanitary Surveillance, more than 300 thousand hectares of agricultural land were returned to circulation. And in 10 years — about 2.7 million hectares.
Speaking about the development of this direction, the Deputy Prime Minister drew attention to the fact that the Ministry of Agriculture and the federal service have appropriately developed digital risk indicators for the federal land information system. This will make it possible to better identify unused lands.
In addition, to improve the quality of this work, it is necessary to more actively implement the capabilities of unmanned systems. There is such experience at the Rosselkhoznadzor, and it should be scaled up.
Separately, Dmitry Patrushev focused on the issue of using modern agrochemicals. Considering the necessity to increase production volumes, the primary task is the growth of crop yields. Nevertheless, any use of pesticides must be justified and competent. It is also necessary to focus on creating a quality regulatory framework governing the application of plant protection products and fertilizers.
In particular, the State Duma and the Federation Council have approved a law granting Rosselkhoznadzor the authority to prevent the circulation of pesticides and agrochemicals outside the traceability system. From March 1, 2027, all similar products, data about which have not been entered into the FGIS “Saturn,” will be subject to disposal. In addition, at the government level, a methodology is being developed to account for the need for agricultural land in nutrients to ensure crop yields.
Dmitry Patrushev focused on the issue related to ensuring veterinary safety.
Subordinate institutions of the Rosselkhoznadzor are entrusted with systematically improving diagnostic and vaccination tools. An extremely important aspect is an effectively functioning animal accounting system. For this, there is already a separate component in the VetIS system, and the Russian government has ensured the adoption of the entire necessary regulatory framework. The identification marking must be one hundred percent, and special attention must be paid to headcount accounting in personal subsidiary farms.
A large number of tasks facing Rosselkhoznadzor are aimed at developing the export potential of the agro-industrial complex.
“Work on creating new opportunities for increasing supplies does not stop. And if we take into account all groups of goods, by 2025 approval has been obtained for 72 types of products in 22 countries. In particular, the Chinese market holds great prospects for Russian companies. Last year, thanks to the activities of the Ministry of Agriculture and Rosselkhoznadzor, the total number of enterprises approved by the Chinese side for the export of our goods increased. In addition, the list of plant raw materials supplied to the PRC was expanded three and a half times,” said the vice-premier.
Also, last year the possibility arose to supply meat products to the Philippines and Malaysia. In total, more than 1.2 million tons of meat and dairy products were sent abroad.
Concluding the speech, Dmitry Patrushev drew attention to the importance of further development in the use of modern technologies and digital systems. The federal service was recommended to expand the use of artificial intelligence capabilities, including for the development of risk-oriented supervision and increasing the number of remote measures. In addition, it is important for Rosselkhoznadzor, together with the Ministry of Digital Development of Russia, to form a unified digital space of information systems and data.
At the meeting, Dmitry Patrushev also presented state awards to employees of Rosselkhoznadzor for their achievements in the field of agriculture and many years of diligent work.
