Borrowers who took out a mortgage in 2025 have fewer delinquencies than those who took one in 2024, data analysis from the credit history bureau (BKI) shows. This is partly due to banks becoming more thorough in assessing borrowers’ creditworthiness against the backgroundBank of Russia measureIn the emergence of problems with mortgages issued during the 2023–2024 overheating period.
At the same time, banks began to more frequently provide mortgages to borrowers who will be 70–75 years old at the time of the planned payment: about one-fifth of loans issued in the second half of last year fell on them. In general, during this period, the share of borrowers with planned mortgage payments over the age of 60 was 65%.
A significant portion of mortgage issuance in 2025 was accounted for by the “Family Mortgage” program: 560 thousand people used it, which is 59% of all borrowers who received a mortgage loan. Many of these citizens, probably, were not buying their first home but improving their housing conditions, since 216 thousand borrowers already had a previous mortgage loan. Some recipients of preferential loans (71 thousand people) are servicing two mortgages simultaneously, which increases their debt burden. The measures by the Bank of Russia to limit borrowers’ debt burden allow reducing the risk of loan defaults.
Analysis of the Central Bank data also showed that the number of citizens with a mortgage remained stable throughout last year and amounted to 10 million. More and more citizens are taking out car loans: by the beginning of 2026, their number exceeded 3 million for the first time. At the same time, unsecured consumer loans have become less in demand.
As a result of the second half of 2025, the total number of borrowers in banks and microfinance organizations decreased by 1.1 million, to 48.5 million, reaching a minimum since Q1 2024. The number of citizens having only bank loans decreased the most (by 0.9 million). For the first time since the observation period began in 2022, there were fewer borrowers with microloans (down by 0.2 million).
The most indebted citizens are striving to reduce their debt burden. In the second half of 2025, the number of borrowers with three or more loans decreased by 0.6 million people, and the debt amount – by 0.3 million rubles. At the same time, such people account for 47% of the total debt.
