Today we will provide such assistance to 21 subjects of the Russian Federation. And the debt in total will be reduced by more than 114 billion rubles. This will affect the Udmurt Republic, the Chuvash Republic, Karelia, Komi, Mordovia, Krasnodar, Perm, and Khabarovsk Krais. Also – the Jewish Autonomous Region, Voronezh, Kaliningrad, Kemerovo, Magadan, Nizhny Novgorod, Omsk, Penza, Pskov, Samara, Tomsk, Yaroslavl regions and the Nenets Autonomous Okrug. Now about the decision aimed at strengthening the country’s technological sovereignty.

On the eve of summer, amendments were made to the federal law “On the basic guarantees of the child’s rights in the Russian Federation.” Now, the interdepartmental commission on children’s recreation is personally headed by the heads of the regions.
Last week, together with them, the selector conducted and discussed all issues related to the organization of children’s recreation. As a result, instructions were given to eliminate all comments from the control and supervisory authorities before the start of the first shift.
Overall, work in the region is proceeding effectively in several directions, as you noted.
The first one is infrastructure.
A total of 40,478 organizations will be involved this summer, including more than 2,200 stationary camps, of which 665 are year-round.
The existing infrastructure will allow more than 5.75 million children to be admitted in the summer, which is more than last year.
This year, 44 regions are participating in the construction and renovation program: it is planned to build 82 more housing modules and to carry out major repairs on 38 facilities.
When creating new objects, a mandatory requirement is to ensure conditions for children with disabilities.
A complex approach involves equipping with specialized equipment, informational support, and personnel training.
The key issue that was discussed, including with deputies of the State Duma, is the inadmissibility of repurposing children’s camps. Together with the Rosreestr, we identify such facilities and separately with the regions we engage in their restoration.
Second. This is the creation of conditions.
The priority, as you said, is safety and comfort for our children. The Ministry of Education, the Ministry of Emergency Situations, the Ministry of Health, Rospotrebnadzor together with the regions are conducting appropriate work, and on April 21–22 comprehensive exercises on anti-terrorism security were held in all educational institutions.
Also, I inform you that since September 1 of last year, an updated procedure for medical services in children’s camps has been in effect. The equipment list of the medical point, the list of medicines has been clarified. And now children with chronic diseases can use their own medical devices – for example, glucometers or hearing aids – under the supervision of medical personnel.
Also expanded is the list of specialists who can work in the camp medical station. This will allow providing comprehensive medical care to children.
Rospotrebnadzor conducts an assessment with laboratory control for compliance of organizations with sanitary and epidemiological requirements. It checks the quality of drinking water, the condition of food unit equipment, employee health, the menu, and the daily regimen.
We place special emphasis on creating opportunities for recreation and recovery for the children of our heroes, participants in the special military operation, more than 200 thousand of them. And also about one and a half million children who find themselves in difficult life situations.
All-Russian children’s centers accept children from the border areas of Belgorod, Kursk, and Bryansk regions, from our historical territories, as well as from subjects affected by emergency situations – these are the Chechen Republic and Dagestan.
Special thanks to the regions – Saint Petersburg, Crimea, Krasnodar Krai, and others, which will also host children from these areas for summer recreation.
And third. Education and leisure.
A unified federal educational work program has been developed and implemented; it has become mandatory for all children’s camps in the country.
During the shift, children attend sports, artistic, technical, and tourist-local history events. They lead squad newspapers and blogs, participate in project sessions, in children’s self-government (electing leaders, working in the squad council), as well as in military-sports games “Zarnitsa”, “Orlyonok”, competitions of marching and singing.
Thematic days are organized: memory, unity, family, health, and others. Participants of the Special Military Operation also take part in these events. All this is aimed at forming spiritual and moral values, as defined by the Presidential decree.
A free federal hotline has been launched – 8-800-250-28-90, which operates around the clock and accepts calls from parents on all issues related to the organization of recreation and provides consultations on the selection of camps.
Regions are also advised to create similar services for themselves.
