The company has completed the development of two IT solutions implemented within the framework of the IPC “Electroenergetics.” In particular, digital systems for managing production assets and diagnosing hydroelectric facilities have been completed. The solutions are aimed at software import substitution.
The asset management system operates in five company branches and allows the formation of maintenance plans. The solution has already ensured a 5% reduction in repair costs, as well as enabled a decrease in equipment downtime and an increase in the reliability of energy facility operation.
Another significant project developed within the framework of the ICCS is an information-diagnostic system for the condition of hydraulic structures. As of today, it has been implemented at six facilities of PJSC “RusHydro.” The system allows for operational real-time calculation and control of the current diagnostics results of control and measuring equipment, verifying compliance with safety requirements. Thanks to the digitization of the process and the implementation of the solution, it has been possible to reduce the labor costs of monitoring personnel by 15% and improve the quality of diagnostics.
Within the framework of the digital transformation strategy, “RusHydro” has already switched to the use of Russian software: more than 30 thousand workplaces operate on domestic solutions. From 2022 to 2025, the company has implemented more than 20 projects for the transition of foreign application software to Russian analogues.
Industrial competence centers (ICCs) play an important role in the import substitution process. They unite industrial customers and developers of IT solutions, identify areas where there is critical dependence on foreign IT products, and establish priorities for the creation and implementation of Russian software. Currently, 175 especially significant projects are being implemented in the country within the ICC framework, 120 of which have already been completed. The developed solutions are actively replicated within industries and implemented not only by customer companies but also by other market participants.Thanks to this, the return of state grants and investment funds is ensured: as of today, it amounts to almost 5 billion rubles.
“Thanks to the effective work of industrial competence centers, as well as grant support, we have high-quality domestic IT solutions emerging in various industries – from aircraft manufacturing to electric power engineering. We are talking about heavy industrial software. Working on a single platform of the research and development center, client companies can form a collective request for IT solutions, jointly finance development, and use it. The state, as a priority, supports exactly such solutions that are in demand by immediately several participants of the industry.”And we see the effect of this support: every fifth ruble invested in the ICT sector has already returned in the form of tax payments, while the replication and implementation of completed projects is actively continuing,” noted Dmitry Grigorenko.
On April 27, the selection of especially significant projects will start, which will be implemented at the expense of the customer’s or developer’s own funds. Applications can be submitted by customer companies, consortiums (associations of companies for the purpose of joint development and use of solutions), as well as IT solution developers. Obtaining the OSP status will give the project customer, launched from 2026 to 2028, the opportunity to postpone the commissioning of KII facilities for the use of Russian software to a later date.The operator selecting particularly significant projects, implemented at the expense of the customer’s or developer’s own funds, is the Russian Foundation for the Development of Information Technology (RFDIT).
As for the new wave of grant selection, which was launched at the end of March, the list of required documents at the application stage for projects funded by the customer has also been reduced. In addition, the preparation period for the detailed terms of reference after the conclusion of the agreement on the implementation of the OGP with RFRIT has been increased to three months.
