The government has approved a resolution to maintain the payment of a single allowance for large families even when income criteria are exceeded.

Large families will continue to receive a monthly allowance in connection with the birth and upbringing of a child with a slight exceedance of the income level criteria. Necessary changes for this have been made to the procedure for appointing and paying such an allowance and approved by a resolution signed by the Chairman of the Government Mikhail Mishustin.

The speech is about the case when the average per capita income of a large family exceeded the regional subsistence minimum by no more than 10%. According to the new rules, such families continue to receive a unified allowance in the amount of 50% of the child subsistence minimum established in the region.

The new procedure applies to legal relationships arising from January 1, 2026. Therefore, if large families in 2026 have already been denied benefits due to exceeding the average per capita income of the family, these decisions will be automatically reviewed without the need to reapply or submit documents. Parents will receive the corresponding notification in their personal account on the public services portal.

The decree was prepared for the implementation of a new federal law, which was developed by the Government according to the instructions of the President and signed in February 2026.

Speaking about the decision made onAt the Government meeting on April 21, Mikhail Mishustin instructed the head of the Ministry of Labor Anton Kotyakov to closely monitor “that mothers and fathers raising three or more children, for whom this support is intended, receive it without any obstacles.”

The signed document contains amendments to the Government Resolution dated December 16, 2022 No. 2330.
