A modern stationary care system for young patients has been established in Moscow. Sergey Sobyanin spoke about new standards of care and the development of pediatric medicine in his blog.
“Moscow healthcare is undergoing the most extensive transformation in decades. Changes are happening in virtually every link. And, of course, we pay the closest attention to improving care for children,” wrote the Mayor of Moscow.
Today, nine inpatient facilities for young patients operate in the capital, as well as pediatric departments at the M.P. Konchalovsky City Clinical Hospital in Zelenograd and the Moscow Multidisciplinary Clinical Center (MMKC) “Kommunarka” in TiNAO. Last year, more than 330 thousand children were treated in city inpatient facilities. The majority of them are Muscovites.
In addition, about 60,000 young patients from other regions of Russia are treated annually in the capital’s hospitals. Mostly, these are children who require complex treatment, high-tech surgeries, or assistance for rare medical conditions.
New infrastructure
In 2025, a new complex of the Saint Vladimir Municipal Children’s Clinical Hospital was opened — one of the most advanced in the country. Over 75,000 young patients received care here within a year.
A new multidisciplinary complex is currently being built on Alyabyeva Street in Filevsky Park. It will radically expand the capabilities of pediatric healthcare in Moscow.
Modern equipment
Modern equipment has become a mandatory standard for every Moscow hospital. In 2025–2026, more than 860 units of medical equipment were purchased for children’s inpatient facilities, including magnetic resonance imaging machines, angiographs, X-ray diagnostic devices, and ultrasound imaging systems. Hospitals have acquired optical coherence tomography systems for the retina, ENT combos with visualization systems, C-arm type X-ray machines, endoscopic equipment, and other modern technology. Additionally, the supply of over 760 more units is planned.
The Research Institute of Emergency Pediatric Surgery and Traumatology — Dr. Roshal’s Clinic will install an ultra-high-field magnetic resonance imaging scanner with a magnetic field strength of three teslas.
After modernization, the Morozov City Children’s Clinical Hospital will have resuscitation, ophthalmological, simulation, and cardiological equipment in its historic buildings.
“Thanks to modern equipment and the development of medical technologies, over the past five years the volume of high-tech medical care for children in the capital has doubled. Just last year, Moscow doctors performed more than 10,000 such treatments across 18 specialties. Most often, these are the most complex surgical interventions in traumatology, orthopedics, and urology,” noted the Mayor of Moscow.
Transition to the principles of a closed-loop healthcare delivery system
Previously, in complex cases, parents had to turn to several medical institutions. The city set the task of moving away from such a practice. To do this, all necessary diagnostics, emergency treatment, and subsequent follow-up must take place in one location and be carried out by one team of specialists.
This is especially important for young Muscovites who need assistance from their first days of life. A system of comprehensive personal support for premature babies and children who have undergone critical conditions in their early days has been established in Moscow. The “Early Help” project was created for them. It includes four early assistance centers based in leading clinics: Morozov Children’s City Clinical Hospital, the N.F. Filatov and Z.A. Bashlyaeva Children’s City Clinical Hospitals, MMCC “Kommunarka,” as well as 16 social development centers.
Multidisciplinary teams work with the babies and their parents: doctors, psychologists, speech therapists, educators, and other specialists. Today, about four thousand children are assigned to medical centers.
This approach allows for the earliest possible detection of potential developmental disorders, timely initiation of the necessary assistance, and support for the child throughout the entire period of growth and recovery.
This is also used in situations where a child with a complex pathology requires not just one stage of treatment, but prolonged observation and assistance from several specialists. For them, six specialized centers have been opened in the capital focusing on three key areas: cardiac surgery, cardiology, and gastroenterology.
Today, more than six thousand children are under the supervision of specialists. The main stages of specialized care — in-depth diagnostics, treatment including advanced high-tech methods, and subsequent monitoring — are concentrated in one place and handled by a single team of specialists. Doctors can observe the disease history dynamically. This allows timely adjustment of treatment and consideration of the child’s individual characteristics.
Early rehabilitation
As a rule, surgery is only one stage of treatment. It is followed by rehabilitation, which can be no less important and complex.
Today, pediatric rehabilitation in Moscow is becoming continuous; it begins right during the treatment process already in the hospital. Individual programs are developed by multidisciplinary teams of doctors at Morozovskaya and Filatovskaya hospitals, the Scientific and Practical Center for Specialized Medical Care for Children named after V.F. Voino-Yasenetsky, the Scientific and Practical Center for Pediatric Psychoneurology, the Z.A. Bashlyaeva Children’s City Clinical Hospital, and the MMC “Kommunarka”.
To restore motor and speech functions, specialists use advanced methods in more than 10 areas. These include therapeutic physical training, physiotherapy, exercises on simulators with biofeedback, robotic technologies, and other methods.
A special place in the system of child rehabilitation is occupied by the Research Institute of Emergency Pediatric Surgery and Traumatology — Dr. Roshal’s Clinic. It was here that for the first time in Russia, a system of comprehensive rehabilitation for children with various severe injuries — traumatic brain and spinal cord injuries, and damage to the spine and joints — was developed and implemented. A key feature of this system is the initiation of rehabilitation during the acute period, including while the child is still in intensive care. Rehabilitation continues as the child’s condition stabilizes in intensive care and surgical departments.
At the V.F. Voyno-Yasenetsky Scientific and Practical Center for Specialized Medical Care for Children, doctors actively use special exoskeletons. The equipment helps young patients with nervous system diseases, oncological pathology, consequences of severe injuries, cerebral palsy, and other motor function disorders relearn the correct physiological step.
The exoskeleton adapts to the individual parameters of the child. It allows safe movement, reduces the risk of developing complications, and forms the correct motor pattern. During sessions, the device helps the child take the first confident steps, gradually training the muscles and nervous system to work more efficiently.
Healing environment
Caring for a child in the hospital is not just about diagnosis, treatment, and recovery. The emotional state of the patient is equally important. It is crucial that the child does not feel fear or loneliness, perceives the treatment as an adventure, and makes new friends among the roommates in the ward.
Therefore, special healing environments are created in all children’s inpatient facilities. These are comfortable spaces, play and educational zones that help children maintain optimism and a love of life.
For this purpose, beloved characters appear not only in the corridors but even in operating rooms and other medical facilities. In addition, theatrical performances and creative groups from Moscow regularly perform for the little patients.
“Child healthcare is our pride and a special concern. We will always strive to ensure that our little ones and older children receive the very best treatment,” Sergey Sobyanin concluded.
