Deputy Prime Minister Marat Khusnullin held a working meeting with the Governor of the Arkhangelsk Region, Alexander Tsybulsky. The parties discussed issues of the region’s socio-economic development, the implementation of infrastructure projects, including those within the framework of the national project “Infrastructure for Life,” as well as the development of housing and communal services.

“Work continues in the Arkhangelsk region on the development of housing construction and infrastructure. As of September 1, 277.6 thousand square meters of housing have been commissioned in the region, which is comparable to the figure from the previous year. Of this, the commissioning of apartment buildings amounted to more than 114 thousand square meters and individual housing – more than 163 thousand square meters. The region is also working on the comprehensive development of territories. For these purposes, 49 sites with a total area of over 152 hectares have been allocated, and 34 projects have been launched. It is necessary to continue ensuring a systematic approach to the development of settlements, synchronize housing construction with the creation of necessary infrastructure, and accelerate road repairs so that people live in comfortable conditions,” said Marat Khusnullin.

For infrastructure development, the region utilizes federal support mechanisms. In particular, with the involvement of infrastructure budget loans, roads have been built and reconstructed in Arkhangelsk and Severodvinsk. As part of the six-year road activity plan, work continues on the M-8 “Kholmogory” highway, including the reconstruction of the approach to Severodvinsk.

Special attention was paid to the modernization of communal infrastructure. Within the framework of the national project “Infrastructure for Life,” the quality of communal services has been improved for 26,200 residents.

Public transport in the region is also being modernized. Since 2020, thanks to various federal support mechanisms, 145 buses have been delivered to the region. This year, 13 more vehicles have been supplied.

One of the effective tools for supporting regions is debt write-off on budgetary loans. Since 2025 to the present time, about 8.5 billion rubles have been written off for the Arkhangelsk region. The mechanism allows freed-up funds to be directed towards solving priority tasks, including in the field of housing and communal services and the resettlement of citizens from emergency housing.

“For the Arkhangelsk region, relocating people from emergency housing and updating communal infrastructure are closely linked tasks. Therefore, we are simultaneously building homes for resettlers, involving developers in comprehensive territorial development, and updating networks and boiler houses. Federal support helps us carry out this work consistently and cover both large cities and small settlements,” noted the Governor of the Arkhangelsk region, Alexander Tsybulsky.

During the meeting, Marat Khusnullin and Alexander Tsybulsky also discussed issues related to ensuring the balanced regional budget and the implementation of the heating system modernization project in Nyandoma.
