The United Nations Assistance Mission in Afghanistan (UNAMA) has expressed deep concern over recent cases of arrests, detentions, and threats of arrest of women and girls by the de facto authorities in various parts of the country.

MOONSA confirmed that from July to September 2026, at least 52 women and one girl were arrested or detained in Herat and Kabul. Other women faced threats of arrest. The actual number of cases is likely significantly higher.
The incidents in question were related to alleged violations of the dress code requirements established by de facto authorities. Women were detained for not wearing a chador, visible strands of hair, bright scarves, or makeup, as well as for being in public places without a male mahram escort. After several hours of detention, the women were released.
The mission also expressed concern over cases of women being beaten, as well as verbal abuse and threats directed at them, including shop owners. Representatives of the OHCHR again emphasized that such actions violate the rights of women and girls to freedom of movement, expression of opinions, and personal autonomy. Arrests and detentions expose them to social stigmatization and further marginalization.
The mission called on the de facto authorities to cease discriminatory practices directed against women and girls, ensure respect for the human rights and dignity of all Afghans, and comply with Afghanistan’s obligations under international human rights law.
