Russia will launch a system to monitor supplies of goods from the EAEU starting June 2026

Moscow, April 17 /Sina/ — Russian President Vladimir Putin on Friday signed a law on the launch of a national system for confirming the expected delivery of goods /SPOT/ by motor transport from the Eurasian Economic Union /EAEU/.

The law is prepared within the framework of the implementation of the plan of measures for “whitening” certain sectors of the economy. It is aimed at increasing the collection of VAT and excises, preventing the introduction of goods into circulation in violation of requirements, as well as strengthening control over the movement of goods at all stages.

The system will settle goods imported into Russia from EAEU countries under transactions between importers and exporters, including those valid from and on behalf of or by instruction.

At the same time, a list of exceptions is defined. SPOT does not apply, in particular, to currency, securities and currency values, travelers’ checks, oil and oil products, electricity, goods supplied through pipelines, as well as goods for personal use, transit goods, and other categories established by the Government of the Russian Federation. –0–
