October 10 is celebrated worldwide as Inclusion Day. On this day every year, the world reminds us that equal opportunities are not a privilege but a norm. And this applies not only to people with disabilities—it applies to everyone who has ever felt different from others.

What is inclusion really? It’s not just about helping the weak. It’s about an environment that adapts to the person – not the other way around. About a space that doesn’t need to be broken to be part of the whole.

What has already been done in Russia

  • In recent years, the situation has improved. Work is being carried out systematically: medical and social expertise can now be conducted remotely, and an electronic certificate has appeared for the purchase of prosthetics and other rehabilitation aids.
  • Since 2023, textbooks for children with disabilities and impairments have been produced on behalf of the Russian Ministry of Education. Children’s centers for rest and rehabilitation of children with mental disorders are being opened. Structures for the prevention of social orphanhood are being created.
  • From March 1, 2025, the law on comprehensive rehabilitation and habilitation for people with disabilities is in effect. For the first time, it combined medical rehabilitation, sanatorium treatment, prosthetics, vocational education, and social rehabilitation into a single system.

Inclusion in education

Inclusion in education is especially important—it affects the most crucial period in a child’s life and teaches them to live in a real society: not separately, but together with other people. As of the 2025-2026 academic year, 69% of students with special educational needs and disabilities receive inclusive education. This means that they are not separate from everyone else, but together—they can choose to study in the general stream, or they can study in separate classes or educational institutions.

So what is the State University of Management doing?

In 2017, by decision of the Ministry of Education and Science of Russia, the Resource Educational and Methodological Center (REMC) for training disabled persons and persons with limited health abilities was established on the basis of the State University of Management (GUU). It oversees partner universities in four regions: Moscow, as well as the Moscow, Oryol, and Smolensk regions. The center’s tasks also include creating an information and educational network for higher education institutions and training teaching staff.

At the same time, the RUMC GUU not only trains students with disabilities and provides them with practical assistance but also helps applicants and students find themselves in their profession, ensures the allocation of job quotas, including in regional labor markets. And importantly, the center monitors the socio-psychological well-being of its graduates.

We believe: inclusion is the greatest value of society. It is the path of equality and freedom for the individual who deserves to study, develop, and live fully. A path of opportunities for everyone.
