From the transcript:
Dear colleagues!
I am pleased to welcome you to the XI All-Russian Occupational Safety Week!
Over the past 11 years, VNOT has gone beyond the topic of labor protection, bringing together all aspects of the social and labor sphere.
Key topics of the week include occupational health and industrial safety, the labor market and employment, social services and citizen support, social insurance, occupational medicine, and many others.
Today in “Sirius,” as usual, leaders, scientists, specialists in occupational safety, industrial safety, healthcare, representatives of the largest companies in our country, agencies, public organizations, employers, and trade unions gathered.
The topic of the plenary session was the impact of social technologies, including in the field of occupational safety, on achieving national development goals.
Our main national goal is preserving the population, strengthening health, and improving people’s well-being. And one of its most important aspects is the health of the working person.
Proactive, risk-oriented approaches of the updated Section X of the Labor Code of the Russian Federation came into effect just over four years ago and marked the creation of a new, preventive model of occupational health and safety management.
During this time, not only the Labor Code but also all related regulations have been updated. This is the result of coordinated, effective work by the professional community.
Over the past years, we have observed a steady decrease in the number of industrial accidents. In 2025, the total number of accidents decreased by 23% compared to 2015.
The trend of annual growth in companies’ investments in occupational safety is continuing. In turn, the government regularly increases the amount of funds allocated to employers for the financial support of preventive measures. For the current and next year, 42 billion rubles are allocated for these purposes, and nearly 44.6 billion more in 2028. Overall, the volume of support for measures to prevent industrial injuries and occupational diseases has increased three and a half times over 10 years.
At the same time, the list of activities that can be financed using insurance funds through the Social Fund of Russia is expanding. Currently, there are already 17 such activities. In addition, the procedures for arranging preventive measures are being simplified, including through digital technologies.
Today, a large-scale system of preventive measures is being implemented in Russia, the regulatory and legal framework is being improved, and health preservation infrastructure is being created in workplaces.
The modernization of the preventive care sector is developing in several directions: the coverage of preventive measures is expanding, the network of medical prevention offices and departments, health centers is being developed, and field and digital forms of work are being implemented. The structure of medical prevention for adults in the regions of the country is formed by public health and medical prevention centers: 546 health centers for adults, as well as 4299 medical prevention offices and departments in primary health care organizations.
However, protecting the working person is not only about physical safety. It also includes social insurance, support measures, and employment assistance. All these aspects will be discussed today during the plenary session and are generally addressed at the VNOT platform.
I am confident that through joint efforts we will be able to develop the best solutions for the entire social and labor sector and, of course, for the occupational safety system as one of its most important components.
This should contribute to strengthening and further developing our joint activities with social partnership parties to achieve national goals, including the protection of citizens’ constitutional rights to life, health, and safe working conditions.
I wish all participants a successful and fruitful work!
