Since the beginning of the year, specialists from the Moscow Office of Rosreestr, together with by the urban utility complex In the capital, within the framework of the headquarters work on housing and communal services issues, an inventory of changes in information related to land plots with an area of more than 19 million square meters was conducted, and the Unified State Register of Real Estate (USRR) information on the cadastral registration of 63 land plots of communal services, 137 structures with a total length of 586 thousand meters, and three buildings with an area of 55.5 square meters was updated.

102 structures with a total length of 53.1 thousand meters and four buildings with an area of 908.6 square meters have been cadastrally registered. In addition, since the beginning of the year, rights have been registered for 61 structures with a length of 31.9 thousand meters and nine buildings with an area of 3.2 thousand square meters.

“Together with the Moscow Branch of Rosreestr, we managed to build effective interaction mechanisms and practically test algorithms for the prompt commissioning of important engineering and utility facilities. Thanks to the newly implemented data exchange format, the pace of this work has been significantly accelerated, which has positively affected the provision of residents and urban infrastructure with necessary resources. After all, the uninterrupted functioning of life support systems is the main condition for creating a comfortable urban environment. In Moscow, all of them operate normally regardless of any weather catastrophes, and we have witnessed quite a few of those in recent years,” noted the Deputy Mayor of Moscow for Housing and Communal Services and Improvement.

Pyotr Biryukov.

Among the objects that underwent registration and record-keeping actions in Rosreestr are linear structures erected during the reconstruction of the Karacharovo gas regulation complex to enhance the reliability of the gas pipeline system in the South-Eastern Administrative District. The list also includes the modernized Kyiv water intake unit in the Troitsky Administrative District and the new sewage pumping station KNS-1-North, built to serve the territory of the Mnevniki floodplain in the northwest of the capital.

“Joint work on accounting and registration of commissioned and reconstructed linear objects of housing and communal services has allowed optimizing the number of inspection activities and the timing of real estate registration. A seamless interaction system with organizations of the capital’s urban complex was implemented, thanks to which document deficiencies were promptly corrected and declared actions were carried out without suspension. In just eight months of 2026, almost three times more information on land plots was entered into the real estate register to support the activities of the city’s utility services than in the previous four years (in 2021–2025 — seven million square meters of land plots),” said Igor Maidanov, head of the Moscow Department of Rosreestr.

The Housing and Communal Services Headquarters was established in November 2021 at the initiative of the Deputy Mayor of Moscow for Housing and Communal Services and Improvement, Petr Biryukov, and the head of the Moscow Department of Rosreestr, Igor Maidanov. The joint work of the headquarters participants allows for shortening the duration of procedures, including cadastral registration, rights registration, and correction of the characteristics of housing and communal service facilities in the capital.
