Sergey Sobyanin inspected the under-construction “Luganskaya” station of the Biryulyovskaya metro line, and also met with participants renovation programs, moving to the new residential complex in Tsaritsyno.
“We continue to actively build the long-awaited Biryulyovo metro line. It is divided into two phases. The first phase — from ‘ZIL’ to Pechatniki — will be completed in 2028, from Pechatniki to ‘Biryulyovo Zapadnoye’ — this is the second part, 2029. The schedule is very tight, no time to relax. Therefore, we have started construction at almost all stations of the future metro line. But work won’t end there: after launching the second phase, we will proceed with construction to Shcherbinka through the Moscow region,” noted the Mayor of Moscow.
More than 300 thousand residents of the Danilovsky, Nagatinsky Zaton, and Pechatniki districts will have new metro stations within walking distance. It is expected that by 2030, the passenger flow on the Biryulyovskaya line will exceed 165 thousand people per day, increasing fivefold since the launch of the first section.
“Luganskaya”
The future Luganskaya station of the Biryulyovskaya metro line is located in the Tsaritsyno district, with a population of about 118 thousand people along Kavkazsky Boulevard, near the junction with Luganskaya Street and Proletarsky Avenue.
“The opening of ‘Luganskaya’ will help reduce the load on ‘Kantemirovskaya’ and the ‘Tsaritsyno’ transport hub. The new station is planned to have two underground vestibules with exits on both sides of Kavkazsky Boulevard. Eight elevators will be installed for passengers with reduced mobility,” said the Mayor of Moscow on his channel in

By 2030, it is expected that 20,000 people will use the new station daily. “Luganskaya” will improve transport services for over 90,000 residents of Tsaritsyno and people working in this area. With the opening of the station, the load on the “Kantemirovskaya” metro station will decrease by 17 percent, and on the “Tsaritsyno” transport hub by 15 percent.
Near the future station, there are 11 routes of surface urban passenger transport with a daily flow of over 51 thousand passengers. The walk from the station exit to the surface transport stops will take on average only one minute.
Currently, at the future Luhanska station site, the relocation of engineering communications from the construction zone is being completed, and protective structures are being installed. The construction readiness of the facility stands at three percent.
“We are carrying out a set of contracting works at the Luganskaya metro station. We have started on the ‘diaphragm wall’ of the station complex. The total length is 1.2 kilometers, thickness one meter. As of today, 50 percent has already been completed, the full completion of the ‘diaphragm wall’ at the station is expected by the end of October, then we will proceed with the excavation of the pit. This involves 400 thousand cubic meters of excavation,” said Ivan Polandov, the Chief Operating Officer of PJSC PIK SZ.
Biryulyovskaya line
The first plans for constructing a metro in Biryulyovo appeared half a century ago — in the early 1970s. At that time, on the site of the eponymous workers’ settlement and the adjacent territory, which became part of the capital in 1960, mass residential development began. Subsequently, the construction of the Biryulyovo metro line was included in Moscow’s master plan.
By order of Sergey Sobyanin, the routing and layout projects of the sections of the Biryulyovskaya line were developed and approved in 2021–2023.
The Biryulyovo radius will become the seventh new line on the Moscow metro map, including Moscow Central Circle (MCC), built in recent years. The long-awaited line will begin at the “ZIL” station and will reach the Biryulyovo Vostochnoye and Biryulyovo Zapadnoye districts, where more than 260 thousand people will live by 2030. Their travel time to the city center will be reduced by 20 minutes—from 65 to 45 minutes. Residents of the Kuryanovo microdistrict in Pechatniki will also get their own metro, making trips to the center more convenient and twice as fast.
Overall, the construction of the new line will improve transportation services for over one million residents, including the population of new neighborhoods being built under the renovation program, and those working in the Danilovsky, Nagatinsky Zaton, Nagatino-Sadovniki, Pechatniki, Moskvorechye-Saburovo, Tsaritsyno, Biryulyovo Vostochnoye, and Biryulyovo Zapadnoye districts. Passengers will be able to make quick transfers to The Large Circle Line (BKL), MCC, Troitskaya and Zamoskvoretskaya lines, as well as the Paveletskoye direction of the Moscow Railway (MZhD). It is expected that more than 130 thousand passengers will use the convenient transfers daily.
In addition, the construction of the line will improve transport accessibility to the “ZIL” development area, the “Dream Island” amusement park, the South River Terminal, the Kolomenskoye museum-reserve, and other important city facilities. It will also reduce traffic intensity on adjacent streets, which, in turn, will improve the environmental situation.
On the Biryulevskaya line, which is over 22 kilometers long, 10 stations will be built:
— “ZIL” — at the intersection of Likhachev Avenue and Lisitsky Street, near the homonymous MCC station and the “Lemana Pro” store (transfer point for the MCC and Troitskaya metro line);
– “Dream Island” – near the eponymous theme amusement park, between Andropov Avenue and the Southern Landscape Park (transfer to the Zamoskvoretskaya metro line);
— “Klenovy Boulevard” — along the boulevard of the same name at the intersection with Novinki Street (transfer to BKL);
— “Kuryanovo” — located on the territory between Batyuninsky Drive and Projected Drive No. 5112, near the developing area of the Pechatniki district;
— “Moskvorechye” — near the junction of Koshkin Street with Kashirskoye Highway;
— “Luganskaya” — along Kavkazsky Boulevard near the junction with Luganskaya Street and Proletarsky Prospekt;
— “Kaspijskaya” — near the intersection of 6th Radial Street and Projected passage No. 6631;
— “Lipetskaya” — along the street of the same name near its junction with Pedagogicheskaya Street;
— “Lebedyanskaya” — along Lipetskaya Street near the junction with Lebedyanskaya Street;
– “Biryulyovo” – along Bulatnikovskaya Street near the junction with Bulatnikovsky Drive, not far from the Biryulyovo-Passazhirskaya railway station.
All stations of the Biryulyovskaya line are designed with maximum comfort for passengers in mind, including those with reduced mobility. They will be equipped with ticket vending machines and turnstiles of metropolitan production, supporting all available payment methods, including biometric payment, as well as modern navigation systems. Only the most technologically advanced Russian-made trains will run on the new line. To service them, their own “Biryulyovskoye” electric depot, equipped with modern equipment, will be built.
Currently, nine stations are under construction — “ZIL,” “Dream Island,” “Maple Boulevard,” “Kuryanovo,” “Moskvorechye,” “Luganskaya,” “Kaspiyskaya,” “Lipetskaya,” and “Lebedyanskaya.” At the “ZIL” station, finishing of premises and installation of the complex’s engineering systems are underway; at the “Dream Island” and “Maple Boulevard” stations, monolithic works are being carried out; and at the others, work is being done on the installation of enclosing structures and excavation of pit soils. Preparatory work has begun at the “Biryulyovo” station.

Residential complex on Kavkazsky Boulevard
The monolithic one-section residential complex (RC) was built according to an individual project. Thanks to its original architecture, it has become a new landmark of the Tsaritsyno district. The RC is located at: 27 Kavkazsky Boulevard, building 1.
“The house is distinguished by unique architecture. The facades have a complex pattern, rich volume, and an unusual copper color. Within walking distance are not only social facilities but also the ‘Sosenki’ park, Arshinovsky park, and the Tsaritsyno museum-reserve,” added Sergey Sobyanin.

Composite aluminum panels were used for the exterior cladding of the building. The loggias are glazed, and next to them are special niches with steel decorative grilles intended for air conditioners. The entrance area is adorned with stained glass glazing.
“A residential complex was built next to the future ‘Luganskaya’ metro station. Here, on Kavkazsky Boulevard, 119 families — 306 residents of the neighboring house number 27 — are moving in. It’s very convenient — there is no need to change the clinic or transfer children to other kindergartens and schools,” said the Mayor of Moscow.

The residential complex has 140 apartments with a total area of 8,400 square meters. Improved finishing has been carried out in the apartments and common areas in accordance with the requirements Moscow renovation standard.
The building is connected to an individual heating point, equipped with an automated system for monitoring and accounting energy consumption, and has a high energy efficiency class. This will allow residents to reduce operating costs and utility payments.
“We strive to ensure that the renovated houses do not look like the Khrushchyovkas of the past; on the contrary, they are modern and have a contemporary appearance. We change the design, improve quality, so that living there is pleasant. Because many commercial buildings are not constructed the way we build: quite quickly and with quality. In fact, there are quite a few residents in this area who need to be relocated. 37 houses are in the process of relocation. About 100 more houses in this area need to be relocated. I hope we can manage,” said Sergey Sobyanin.
The new building provides a barrier-free environment for people with limited mobility and parents with strollers, and has three elevators. The lobby of the residential section includes technical zones, mailboxes, a concierge room, and storage areas for strollers and bicycles. The first floor of the building houses premises for shops and service businesses.
A children’s playground, sports grounds, and a recreation area were equipped on the adjacent territory. Modern lighting and video cameras were installed for the comfort and safety of the residents.
Renovation in the Tsaritsyno District
In Tsaritsyno, 141 buildings are included in the renovation program. About 36 thousand people are expected to move into new apartments, which is almost every third resident of the district. For participants in the renovation program, 15 residential complexes have been built and handed over for occupancy. The relocation to new apartments has affected residents of 37 buildings. Thus, the renovation program in the Tsaritsyno district is more than 25 percent complete.
Currently, three residential complexes are being constructed on Bekhtereva Street (property 3/5), Bakinskaya Street (property 31), and Kaspiyskaya Street (land plot No. 24/4/1).
Renovation program
Housing Renovation Program in Moscow was approved on August 1, 2017. It includes 5,176 buildings — about 350 thousand apartments with a total area of 16.4 million square meters, home to about one million people.
More than nine million square meters of housing (over 500 residential complexes) have been commissioned. Design and construction are underway for about 11 million square meters of residential space — over 500 projects.
Since the start of the program, resettlement has covered more than 295 thousand city residents — inhabitants of about 1,700 old houses.
By the decision of the Mayor of Moscow, assistance with transporting belongings is provided free of charge to all participants in the program. So far, more than 73 thousand families have used this service — about 75 percent of the total number of those who have moved.
In 12 districts of the capital — Ramenki, Severnoye, Molzhaninovsky, Kommunarka, Stary Kryukovo, Yuzhnoye and Severnoye Medvedkovo, Yasenevo, Lianozovo, Novo-Peredelkino, Yuzhnoye and Severnoye Butovo — the current renovation program has been fully completed.
