Dmitry Chernyshenko held a working meeting with the governor of Perm Krai, Dmitry Makhonin.
Deputy Prime Minister Dmitry Chernyshenko held a working meeting with the Governor of Perm Krai, Dmitry Makhonin. They discussed the development of education, sports, tourism, and youth policy in the region.
“Thanks to the national project ‘Youth and Children,’ the Perm region is becoming one of the leading regions in youth policy, science, and education. You are creating an advanced project – a world-class campus, Perm Polytechnic participates in ‘Priority-2030’ and develops an advanced engineering school. For five consecutive years, your region has won the All-Russian contest ‘Region for the Young.’ This allows for infrastructure improvement and makes an important contribution to realizing the potential and developing the talents of citizens — a national goal set by our President Vladimir Vladimirovich Putin. It also justifies the status of Youth Capital of Russia, which the Perm region held last year,” noted the Deputy Prime Minister.
The region already has 8 youth centers opened, and 4 more are planned to be established by the end of next year. From 2027, the regional program “Comfortable Region” will include a youth-focused direction. Municipalities will be able to receive support for the creation and improvement of modern youth spaces.
The inter-university campus “Future of Parma” will unite 8 universities and will be designed for 5,000 places. It will include an academic and laboratory building with a technopark, student dormitories, a fitness and wellness complex with a swimming pool, and a congress hall.
Dmitry Chernyshenko called on the region’s universities to participate in the competitive selection of advanced engineering schools with programs related to the national technological leadership projects.
An expert center to support working youth operates in the Perm Krai. During May–June 2026, its sessions brought together more than 2,000 participants from 17 regions of Russia.
Dmitry Makhonin reported that in Prikamye there are 14 educational and production clusters of the “Professionalitet” program across 11 economic sectors. They unite 44 colleges and more than 50 enterprises. 85% of graduates find employment in the specialty they studied.
Since 2020, 33 kindergartens, 39 schools, and 9 vocational education facilities have been built in the region.
The Deputy Prime Minister and the head of Perm Krai also discussed the implementation of a large infrastructure project in Perm – a multifunctional sports arena. The building’s outline is being completed, work is underway on the roofing, facades, and engineering systems. The complex, with an area of about 90,000 square meters, is designed to accommodate 10,000 spectators and will be able to host major competitions in several sports, as well as concerts, exhibitions, and forums.
“Our task is to create conditions for sports activities in all territories of the Perm Krai. To this end, we are building new facilities, updating the existing infrastructure, and developing venues for hosting major competitions. One of the key projects is a multifunctional arena in Perm that will be able to host competitions of all-Russian level. We plan that by 2028 it will become one of the venues for the Winter Spartakiad of the Strongest,” noted Governor Dmitry Makhonin.
The region continues to expand its sports infrastructure, with 17 projects underway. Preparations for the reconstruction of the Perm Bears ski-biathlon complex are ongoing.
More than 60% of the residents of Prikamye regularly engage in physical culture and sports.
Dmitry Chernyshenko and Dmitry Makhonin also highlighted the achievements of the Perm Territory in tourism and the implementation of the national project “Tourism and Hospitality.” Within the framework of the preferential lending program, hotels and multifunctional complexes are being developed in the territory of the Perm Region.
Supported by the corporation “Tourism.RF,” a major project is being implemented to develop the ski resort. The plan includes the construction of new accommodation facilities, a cable car, and the creation of spa and service infrastructure.
In addition, the governor spoke about the “Green Ring” project aimed at developing the valleys of small rivers and creating new points of attraction, including visitor centers in Perm.
Since the start of the implementation of the national project “Tourism and Hospitality” in the region, more than 300 new hotel rooms have been created, and tourist centers, beaches, and routes have been arranged.
