The meeting was held under the joint chairmanship of the Deputy Chairman of the Government of the Russian Federation Alexey Overchuk and the Deputy Prime Minister of the Republic of Azerbaijan Shahin Mustafayev.

In the Azerbaijani Republic (city of Zangelan), under the joint chairmanship of Deputy Chairman of the Government of the Russian Federation Alexey Overchuk and Deputy Prime Minister of the Azerbaijani Republic Shahin Mustafayev, the 24th meeting of the Intergovernmental Commission on Economic Cooperation between the Russian Federation and the Azerbaijani Republic took place. Representatives of the relevant structures of both countries participated in the event.

The parties discussed the results of the work on implementing the decisions of the 23rd commission meeting held in Astrakhan on August 22, 2025, as well as the implementation of the action plan for the development of key directions of Russian-Azerbaijani cooperation for 2024–2026. They analyzed a wide range of issues related to trade-economic and cultural-humanitarian cooperation between Russia and Azerbaijan in bilateral and multilateral formats.

At the session, the Deputy Prime Minister thanked the leadership of the Azerbaijani Republic and the President of Azerbaijan Ilham Aliyev for the assistance provided during the evacuation of Russian citizens from the Islamic Republic of Iran and in delivering Russian humanitarian aid to the Iranian people, emphasizing that the Azerbaijani side provided all necessary assistance in the evacuation of more than 500 Russian citizens, and in the delivery of medicines and food products.

The co-chairs noted that the relationship between the two countries is of a mutually beneficial nature. Among the priorities are joint work on the development of transport connectivity in the region, cooperation in the energy sector, investment activities, the development of cultural and humanitarian cooperation and interregional ties, cooperation on the Caspian.

Russia is one of the key foreign economic partners of Azerbaijan. Settlements between the countries are carried out mainly in national currency.

The strategic nature involves joint work by Russia and Azerbaijan to strengthen transport connectivity in Eurasia, primarily along the “North-South” axis, where today the formation of new value-added chains is taking place. The Deputy Prime Minister noted that special attention is paid to the development of the western route of the MSTC “North-South” and the fulfillment of previously reached agreements: “We intend to continue cooperation in the development and mastering of this corridor both in a bilateral format and in a trilateral format with the participation of the Iranian side.”

Participants of the meeting highly appreciated the role of interregional ties in the context of economic and cultural-humanitarian interaction. In 2025, trade and economic relations with Azerbaijan were supported by 75 subjects of the Russian Federation. The most active were Moscow and Saint Petersburg, Moscow, Chelyabinsk, Saratov, Sverdlovsk and Astrakhan regions, Krasnodar and Stavropol territories, and the Republic of Tatarstan. More than 70% of the turnover is accounted for by these subjects.

Countries attach great importance to the development of cultural and humanitarian ties. A successful example of joint work is the opening of the Azerbaijani Musical Drama Theater in Derbent on March 27 after a major renovation, with the participation of the presidents of Russia and Azerbaijan. The issue of resuming interaction along the line of theatrical institutions and the participation of the Azerbaijani State Russian Drama Theater in the “Big Tour” program of the All-Russian touring and concert plan is being worked out.

Tourism ties are developing between Russia and Azerbaijan – by 2025, Azerbaijani tourists made about 200 thousand trips to Russia, Russian tourists to Azerbaijan – more than 500 thousand trips.

“I would also like to note the joint project of our multifaceted cooperation within the framework of the CIS – the Geoportal of the Commonwealth spatial data infrastructure. It will provide an additional access point to our official information resources to enhance the tourism potential and investment attractiveness of our countries. The electronic services, which are being developed jointly, will allow searching and exchanging information for solving vital situations for citizens and businesses in the fields of tourism, education, employment, and investment,” said Alexey Overchuk.

In the attention field of the MFC, issues of cooperation in the field of education are raised.

The Russian language actively and fully functions in the social and cultural life of modern Azerbaijan. Programs and projects are being implemented in the republic, including in the development of Russian-language education and the teaching of the Russian language. “We are ready to expand cooperation in the specified direction, proceeding from that understanding that the Russian language is not only a window into the world of modern science and culture, but also a language of international communication across the vast territory of Eurasia.””We aim to activate work on establishing a joint Russian-Azerbaijani university based on Saint Petersburg State University, as well as the construction of schools at the embassies of the Russian Federation and the Azerbaijan Republic, respectively, in Baku and Moscow,” noted the Deputy Prime Minister.

Following the results of the meeting, the co-chairs of the IPC signed the final protocol of the 24th meeting of the Intergovernmental Commission on Economic Cooperation between the Russian Federation and the Republic of Azerbaijan and confirmed their mutual readiness to continue a constructive dialogue aimed at strengthening Russian-Azerbaijani relations in all areas of cooperation in accordance with the Declaration on Allied Interaction between Russia and Azerbaijan dated February 22, 2022.
