On the territory of the military-patriotic park “Patriot” in the Moscow region, a meeting of the final board of Rosreestr was held, where the results of work in 2025 and priority tasks for the near future were discussed. Marat Khusnullin, Deputy Chairman of the Government, supervising the agency’s activities, delivered a welcoming speech.
“I want to note that all indicators for Rosreestr will be achieved in 2025. Within the framework of the national project ‘Infrastructure for Life,’ last year the country recorded the maximum volume of residential and non-residential real estate — almost 150 million square meters. Without Rosreestr’s participation, these indicators would be unattainable. In the context of current challenges, the land and real estate sphere holds special significance. The President has set the task of increasing the country’s capitalization to more than 1 quadrillion rubles by 2030. This task must be addressed with an advance approach. One of the priorities named by the Deputy Prime Minister is also the implementation of the digital platform “National Spatial Data System.” This is a unified source of data about land and real estate and the main resource for land search and task solutions.
The head of Rosreestr, Oleg Skufinsky, thanked the Government and personally Marat Khusnullin for their support, as well as for the constructive interaction between the senators and the deputies’ corps. He noted that in 2020 the department faced large-scale challenges. Most regions operated their own systems for accounting and registering rights; people often received suspensions and refusals, and information about land and real estate was fragmented across many federal, regional, and municipal systems. As a result, over 5 years a solid legislative foundation was created, with 100 federal laws adopted.
“Since 2020, the number of services provided through the Rosreestr has increased fourfold — up to 524 million per year. The most important historical event was the transition of all regions to a single centralized accounting and rights registration system — FGIS ERN. To date, the system has been modernized and restructured using domestic technology. By the end of this year, we need to complete the implementation of FGIS ERN 2.0 in all regions of the country. Thanks to process reengineering, AI implementation, and bringing services to the EPGU, the share of electronic mortgages has reached 93%, agreements on shared participation — 100%, and suspensions on residential real estate have been practically reduced to zero.”In 2021, for the first time in the agency’s history, the state program “National Spatial Data System”, whose direct contribution to the Russian economy, according to the Higher School of Economics, amounted to more than 600 billion rubles over 4 years, was approved,” said Oleg Skufinsky.
The meeting of the board was also attended by the Deputy Chairman of the Federation Council Nikolay Zhuravlyov, representatives of the Presidential Administration and the plenipotentiary representatives of the President in the federal districts, the Government Office, the General Staff of the Armed Forces, the State Duma, the Prosecutor General’s Office, federal executive authorities, the Russian Academy of Sciences, the center for military-patriotic education “Warrior”, territorial bodies of Rosreestr, PPK “Roskadastr” and its branches, and others.
