The Chairman of the Government Mikhail Mishustin signed an order on the write-off of two-thirds of the debt on budget loans totaling almost 31 billion rubles for another 16 regions. This will help ease the debt burden on the budgetary system of the subjects.

The decision concerns Buryatia, Kalmykia, Crimea, North Ossetia, Khakassia, Krasnoyarsk Krai, Volgograd, Ivanovo, Irkutsk, Kurgan, Novgorod, Oryol, Rostov, Smolensk, Tambov, and Tver regions.

The volume of write-offs corresponds to the amount of investments of these regions in housing and communal services modernization projects (including the replacement of elevator equipment in apartment buildings), relocation of citizens from emergency housing, renewal of public transport, recapitalization of industrial development funds, as well as the implementation of measures provided for by long-term socio-economic development plans of cities and municipal formations of the regions included in the Far Eastern Federal District and the Arctic zone of Russia.

“Write-offs will allow them to free up significant resources and support the further improvement of the operating conditions of the regional economy and improve the quality of life of our citizens,” said Mikhail Mishustin at the Government meeting on April 16.

The rules for writing off regional debts on budgetary loans and the list of directions for the use of released funds were approved by the Government in February 2025. Work on easing the debt burden of the regions is being carried out under the instructions of the President, who is the head of state and gave this directive based on the results of his Address to the Federal Assembly in 2024.
