An important disclaimer is at the bottom of this article.

Microfinance organizations (MFOs) will not be able to issue a new loan to a person with an annual percentage rate (APR) on a consumer loan above 200% if the person already has two such unpaid loans or credits. This will prevent situations where a person takes out multiple new high-interest loans to repay old debt, resulting in an increased debt burden.

About one third of active microfinance organization clients at the end of the first half of 2026 had two or more expensive loans. Now, to obtain such a new loan, a person must have only one outstanding debt with an APR above 200%. At the same time, it remains possible to take out a loan from a microfinance organization with an APR up to 200% per annum if there is enough income to service the new obligations.

Starting April 1, 2027, requirements will be tightened and the rule “one loan per person” with an APR above 100% per annum will come into force. Additionally, a cooling-off period will be established: at least 3 days must pass between the repayment of one such loan and the issuance of the next.
