First Deputy Prime Minister of Russia Denis Manturov participated in the meeting of the Maritime Collegium of the Russian Federation, which was held under the chairmanship of Presidential Aide Nikolai Patrushev. The meeting approved the concept of creating a Maritime Center in the country, its architecture, and main directions of activity.
The event was also attended by representatives of the Presidential Administration, the Government, and leaders of several companies and organizations involved in the maritime sector.
“Under the current circumstances, a transition to new principles for implementing the national maritime policy and the creation of a comprehensive system for the development of marine technologies and the country’s infrastructural development taking into account its spatial features are required. It is necessary to form a unified environment consolidating the development of the fleet, transport and port infrastructure with advanced personnel training and the development of marine technologies, ensuring their implementation into production in the shortest possible time,” said Nikolay Patrushev.
It is noted that the feasibility of creating the center is due to the need to consolidate managerial, technological, and scientific potentials for the development of maritime activities and Russia’s maritime capabilities, as well as for accelerated technological development, creation, and implementation of civilian and dual-use technologies.
“Today, industry enterprises have access to a wide range of support measures, utilizing the capabilities of development institutions. The key tasks concerning civilian topics are defined in the specialized strategy and the national project ‘Transport Mobility.’ Therefore, when creating the Maritime Center, it is important not to duplicate existing mechanisms, but to connect them with each other and clearly distribute responsibility among the participants. The proposed architecture of the center is generally based on this logic. In particular, the Krylov Research Center will be responsible for expertise on key technical solutions and shipbuilding projects, the Kurchatov Institute will handle the formation of a dual-use scientific and technological groundwork in critical areas, and the proposed educational campus will link research with personnel training. I would also like to support the establishment of a scientific and technical council that will determine technological priorities and unified approaches to assessing development readiness. It is especially important for us that the work of the Maritime Center be coordinated with plans for modernizing the civilian fleet and industrial capabilities.”This will make it possible to anticipate the need for new technologies and equipment, plan workload and capacity development,” noted Denis Manturov.
According to the members of the Maritime Board, the Maritime Center should become not only an innovative center in the field of maritime activities and the development of maritime potential but also an element of ensuring the country’s national security, creation, and management of critical infrastructure.
