Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko spoke at the opening of the Moscow Startup Summit. He highlighted key global trends in the development of information technologies, as well as priority areas for the development of the IT industry in Russia.
The Deputy Prime Minister noted that the Russian IT sector continues to show steady growth. Over the past six years, its share in Russia’s GDP has doubled. By the end of the first half of 2026, the revenue of IT organizations amounted to 5.9 trillion rubles.
The growth of the industry is accompanied by an increase in investments in proprietary technological developments. The expenses of Russian IT companies on R&D – research and development – in the first half of 2026 increased by 22% compared to the same period last year. Such investments enable the creation of new technologies and products and indicate the companies’ long-term planning.
“The Russian IT sector continues to develop, and today we have a strong foundation for creating our own technological products. Startups in this process become a platform for testing new ideas and technological trends – it is here that new solutions emerge and are tested most quickly. Successful developments then have the opportunity to scale and find applications in various fields. This allows the Russian IT sector not only to meet internal demand but also to create products that are in demand outside the country,” said Dmitry Grigorenko.
The Deputy Prime Minister also visited the technology solutions exhibition together with Moscow Mayor Sergey Sobyanin and Sberbank Chairman Herman Gref. Within the framework of the Moscow Startup Summit, 100 startups from Russia, Belarus, India, and South Korea are presenting their solutions. The venue features promising projects in key industries: medicine and biotechnology, education and creative fields, agriculture and food production, construction and urban planning, smart devices, and robotics.
Among them is the startup VisiomedAI. It developed a service that helps ophthalmologists make decisions based on OCT images and fundus photographs. The product, based on computer vision and artificial intelligence, independently recognizes the images, annotates them, and prepares a structured conclusion. Diagnostic accuracy increases by 20%, and the diagnosis time decreases from 30–60 minutes to 10 minutes.
The company “Engineering+” specializes in advanced cooling systems for IT infrastructure. At the Moscow Startup Summit, it presented the ICE+ technology, which cools server equipment with a dielectric liquid, increasing energy efficiency, reducing noise, and optimizing space for the cooling system compared to traditional air cooling.
Among the startups is also the project “Plasticine” – its own platform that predicts the yield, resistance to diseases and climate, and suitability for a specific region of a new plant variety even before it is introduced. Traditional plant breeding takes from 5 to 10 years, requires many cycles of testing, and does not guarantee the desired traits for a particular region.
The Moscow startup summit, dedicated to technological entrepreneurship and open innovations, is being held on September 29–30 in the smart city “SberCity.” The summit organizers are the Moscow government and “Sber.”
