The government is working on additional preferences for participants in particularly significant projects (PSP). These are aimed at import substitution of IT solutions in key sectors of the economy. This was reported by Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko at a meeting with representatives of the IT industry at the ANO “Digital Economy” platform.
In particular, the possibility of granting a deferral for the transition of critical infrastructure facilities to domestic software for participants of OZP is being considered. They will receive additional time to refine and test domestic IT solutions to bring them to the required level of readiness and ensure reliable implementation. Currently, a corresponding draft resolution is being prepared.
The Deputy Prime Minister reminded that a new wave of selection for particularly significant projects competing for grant funding provided by the Russian Fund for the Development of Information Technologies started in September. Applications are accepted until October 19. The selection procedure has been changed taking into account the growing demand for the implementation of solutions based on artificial intelligence. According to the new rules, especially significant projects based on Russian AI technologies can apply for a grant of up to 80% of the total project cost (instead of 50%).
During the meeting, the Deputy Prime Minister also highlighted priority projects in the field of IT development that the Government is already working on. These include the development of the communications sector and enhancing subscriber security; further elaboration of measures in the regulation of the platform economy; creation of computing capacities for AI development and simplification of the process for constructing data centers and their technical connection; support for the development of Russian AI solutions; ensuring the uninterrupted operation of critical information infrastructure, and others.
It was noted that representatives of the IT sector are participating in the work on forming the regulatory framework for AI development. The platform for collecting proposals from businesses is the Autonomous Nonprofit Organization “Digital Economy”.
“Today, businesses actively participate in the development of draft laws and regulatory acts. Industry representatives come to the ANO ‘Digital Economy’ platform with concrete proposals and work together with experts to develop practical regulatory solutions. A telling example is the work on the law supporting Russian artificial intelligence technologies. More than 300 proposals and comments were received from businesses, all of which were processed. The final version of the law takes into account the majority of the business proposals and does not introduce excessive requirements, creating conditions for the further development of AI. Some proposals may be implemented at the level of subordinate acts,” said Dmitry Grigorenko.
He emphasized that the IT sector is actively involved in developing further regulatory measures for digital platforms. As part of cooperation with the government, business representatives submit proposals and participate in their discussion during the preparation of regulatory decisions. The industry’s positions have already been taken into account in five government decrees, including the proposal to ease requirements regarding foreign investments.
“For business, it is very valuable that the government not only listens to its position but is also ready for open and honest dialogue, ready to share plans for regulating the IT sector. Understanding the government’s priorities, we have learned to quickly involve companies in the work of collecting proposals, resolving disagreements, and finding balance. And these proposals are already being taken into account, including in key areas: artificial intelligence, platforms, anti-fraud. It is very important for us that such a dialogue is built on our platform,” commented Chulpan Gossamova, CEO of ANO “Digital Economy.”
During the meeting with the founders of the Autonomous Non-Profit Organization “Center for Excellence,” Dmitry Grigorenko noted that the platform economy and artificial intelligence continue to remain a focus of government policy. In particular, active work is underway to develop AI support measures and draft subordinate regulations.
