without proper registration. Its share is about 12%, and this is a serious problem. Even minor changes in pesticide properties can multiply their toxic effects. A number of measures have already been taken on this issue. This year, amendments were made to the sectoral federal law that prohibit the circulation of these products. In addition, mandatory labeling of certain types of fertilizers in consumer packaging was introduced from September 1.

Following the discussion, the state commission was instructed to work on determining the federal executive authority authorized to carry out federal state control in the field of technical regulation concerning pesticides, to analyze product conformity declarations issued for pesticides and agrochemicals to identify signs of false declaration, and to take response measures within the competence of the control body, as well as to consider the issue of initiating pilot projects for the labeling of certain types of fertilizers and pesticides with means of identification.

The second agenda item concerned the storage of pyrotechnics and flammable liquids in marketplace order pickup points located in apartment buildings. In addition, such products are sold to teenagers under 16 years old. According to Denis Manturov, EMERCOM inspections revealed violations, which since 2023 have led to over 360 fires, injuring more than 60 people, nearly half of whom are children.

The third question was dedicated to new measures to counter the circulation of wheeled vehicles that do not meet established requirements. This topic has already been discussed in relation to technical regulations within the framework of the state commission’s work. The meeting participants heard proposals from Rosstandart on conducting unscheduled inspections of vehicles put into circulation on the territory of Russia, including school buses.

And one more question concerned combating illegal environmental labeling of goods. According to VCIOM data (2025), about 45% of Russians choose products with such a mark. At the same time, a cosmetics market study conducted by Roskachestvo showed that 42% of products with eco-labeling do not meet the stated characteristics. Meeting participants noted the need to develop measures to prevent the creation of false or exaggerated representations of the environmental friendliness of products or services in order to attract buyers and improve image without real costs for nature protection.

In conclusion, a report was presented on the implementation of the plan of measures for amending regulatory legal acts related to the regulation of activities concerning the sale of motor fuel through mobile and container-based gas stations. Following the meeting, the relevant documents were approved by the state commission.
