Capital Department of Information Technology presented a new interactive guide for traveling through Muscovite card for combat veterans. It is based on a step-by-step guide that explains what to do in various situations. Users will learn how the travel benefit is assigned, why the card may not work on Moscow Central Diameters (MCD) and in suburban electric trains, how to arrange free travel on railway transport. The page also presents the necessary links to online services and contacts for consultation.
“When combat veterans receive a Muscovite card, they expect free travel on all types of transport. However, for the railway, upon assigning the benefit, a monetary compensation is automatically granted. We have studied residents’ inquiries regarding the Muscovite card for combat veterans and gathered all responses, links, and document examples in an interactive guide. Thanks to it, city residents will find it easier to understand the situation. In addition, we are always in touch and ready to help. It is also important to note that if you want to exchange monetary compensation for free travel starting in 2027, you must submit an application by October 1 on the public services portal,” said Olesya Kuzmina, project manager of the “Muscovite Card” at the city’s Department of Information Technology.
How to use the guide
An interactive guide for combat veterans is available at the link. To get the information, you need to press the “Start” button and answer a few questions. First, the veteran will be offered to use the online service “Checking the status of a valid Muscovite card” on mos.ru and report the result. Depending on the response, the guide will advise what to do next: submit an application for a card reissue or send it for examination to the center “My Documents“, as well as explain why discounted travel is not provided and how to order a statement confirming the right to receive a social benefits package on the government services portal.
At each stage, users receive informational tips, examples of messages from the mos.ru portal, as well as links to necessary services and feedback options if the issue could not be resolved. If the card is active and functional but does not work on the MCD and suburban commuter trains, the guide will explain why this may happen and how to restore free travel.
How a transport benefit is issued
Combat veterans with an ID issued in accordance with paragraph 1 of Article 16 of the Federal Law of January 12, 1995, No. 5-FZ “On Veterans” are entitled to a transportation benefit on suburban electric trains and the Moscow Central Diameters (MCD) in one of two options: as free travel (in kind) or as a monetary equivalent. After obtaining the benefit status, veterans are automatically assigned a monthly cash payment. The social services package is provided in monetary equivalent. In this case, free travel on suburban electric trains and the MCD is not available. To receive free travel, it is necessary to receive the monthly cash payment and to arrange the provision of the social services package in kind.
Veterans can refuse the cash payment in favor of free travel. To do this, they need to submit the appropriate application by October 1, 2026. Free travel on electric trains, including the MCC, will become available from January 1, 2027. If the application is not submitted by October 1, cash payments will be assigned for the following year, and the card will not work on suburban electric trains and the MCC.
You can change the form of receiving the benefit from monetary to in-kind on the government services portal by selecting the service “To appoint a set of social services in kind”. Information about monthly payments and entitled benefits can be obtained from the Social Fund of Russia by phone: +7 800 100-00-01.
