Communal infrastructure is socially oriented and affects all residents of the country. The reliability of this infrastructure determines the living conditions of citizens, safety of life activities, as well as sustainable economic development. The federal project “Modernization of communal infrastructure” within the national project “Infrastructure for Life,” launched in 2025, is aimed at updating housing and communal services systems. This was announced by Deputy Prime Minister Marat Khusnullin.
“The housing and communal services sector, which, without exaggeration, affects every person, requires a large-scale upgrade. To address this task, the federal project “Modernization of Communal Infrastructure” was launched as part of the national project ‘Infrastructure for Life.’ Since 2025, thanks to this, construction, modernization, and major repairs of more than 1.7 thousand water and heat supply, and wastewater disposal facilities have been completed. As a result, the quality of communal services has been improved for more than 8.6 million Russians. The use of modern materials—polyethylene pipes, anti-corrosion coatings, automated control systems—allows us to solve current tasks and create a foundation for the technological transformation of the industry for decades to come. I would like to remind you that by the President’s order, the quality of communal services must be improved for 20 million Russians by 2030, and we are steadily moving towards achieving this goal,” said Marat Khusnullin.
The Deputy Prime Minister added that the large-scale renovation of key utilities facilities has affected all regions of the country. For example, in the Vereshchaginsky municipal district of the Perm region, the water supply system reconstruction has been completed. 6.8 km of new networks have been laid, and more than 4,200 residents have gained access to quality water supply services.
A modern gas boiler house with power supply, gas supply, water supply, and heat supply networks has been put into operation in Kirov. Several apartment buildings are connected to the facility, and residents are provided with reliable and environmentally friendly heat.
In Saransk, the major overhaul of the supply water pipeline providing cold water to more than 90,000 people has been completed. The length of the new pipeline is 6.7 km. A low-pressure polyethylene pressure pipe was used, resistant to corrosion, preventing deposits and secondary water contamination. Horizontal directional drilling allowed the pipes to be laid under highways and communications without digging up the ground, reducing work time and preserving landscaping.
In Tomsk, a major overhaul was carried out on the heat network of the heat main No. 11C: the road surface and old thermomechanical part were dismantled, waterproofing of the end surfaces of trays and pre-insulated pipelines was performed, a new pipeline with equipment was installed, and hydraulic and pneumatic tests were conducted. The work was completed before the heating season, providing reliable heat supply to about 5,200 residents.
In the village of Suzun in the Novosibirsk region, new water supply networks with a length of 16.3 km have been constructed, improving service quality for more than 15 thousand people. Modern polymer materials resistant to corrosion and aggressive groundwater were used, and differentiated pipe diameters helped balance pressure, avoid water hammer, and minimize water loss.
“On the eve of another heating season, it is especially important to ensure the stable operation of heat sources, energy generation networks, water supply and wastewater systems. Work on the national project ‘Infrastructure for Life’ continues. Comprehensive plans have been developed and updated, including over 50,000 activities to upgrade more than 18,000 housing and utilities facilities and about 140,000 km of engineering networks. Memorandums have been signed with 83 regions participating in the federal project ‘Modernization of Communal Infrastructure,’ providing a set of commitments to increase the efficiency of housing and communal services.”– emphasized Minister of Construction and Housing and Communal Services Irek Faizullin.
To improve the quality of housing and communal services and energy efficiency, outdated equipment and networks are being upgraded, and managerial, technological, and economic aspects of the industry’s operations are being enhanced.
In Korsakov, Sakhalin Oblast, the major overhaul of the main water pipeline has been completed: the worn-out pipeline was replaced with polyethylene pipes joined by heat welding, which ensured tightness and eliminated leaks. Quality water supply has been provided to 5,000 residents.
A new water supply system has been built in the village of Kechevo, Udmurt Republic, for nearly 300 residents: 4.2 km of pressurized polyethylene pipes with diameters of 110 and 63 mm, 50 reinforced concrete wells, and new shut-off and control valves.
In Saratov, after the major overhaul of the water supply system, improved communal services were provided to more than 33,500 people: polyethylene pipes with a diameter of 560 mm were laid, wells and chambers were built, shut-off fittings were installed, and the road surface was restored.
“The launch of the housing and utilities modernization program within the national project ‘Infrastructure for Life’ was preceded by large-scale work on the inventory of communal infrastructure, which was conducted jointly with the Ministry of Construction of Russia and the regions. As a result, a unified database of housing and utilities facilities and engineering networks was created in the automated information system FRT – today this contains data on 1.2 million facilities. Authorities at all levels and resource-supplying organizations regularly use the system. The FRT AIS provides objective data on the progress of projects in each region, and also serves as a basis for the monitoring and control system for eliminating accidents and incidents at housing and utilities facilities. This allows for timely management decisions and minimizes disruptions, which is especially important during the heating season,” noted Vasily Kupyzin, General Director of the Territorial Development Fund.
The national project activities are synchronized with the People’s Program of the United Russia party, which keeps the updating and construction of urban economy facilities and key communal infrastructure objects under constant control.
