Introductory remarks by Mikhail Mishustin at the strategic session on forecasting personnel needs and measures to provide the economy with personnel

Introductory word of Mikhail Mishustin:

Good day, dear colleagues!

Today we will discuss in detail the forecast of labor demand and measures to ensure the economy with it.

This is an important tool that allows us to understand which and how many specialists will be needed to solve current tasks in the coming years. It also lays the foundation for taking the necessary steps onÂbalance of the labor market, coordination of student training in college, technical school, university.

Last year, a detailed seven-year forecast was created. It is segmented by regions and sectors, professions and qualifications. Based on information from hundreds of thousands of companies. A similar forecast was also created for half a thousand enterprises — key to the implementation of national projects for technological leadership.

And the forecast results showed that increasingly more employees of mainly technical orientation are required – these are electricians, foundry workers, welders. As for machine and equipment operators and other qualified industrial workers, demand already exceeds supply several times over today.

It is important to build the structure of personnel training in each region taking this information into account.

The president particularly emphasized the need to build professional education in such a way that it more effectively responds to modern challenges. And so that it can constantly change along with progress in the economy, technology, and science.

This, in turn, requires a revision of the programs and teaching methods, additional education, and retraining of teachers at all levels.

A wide range of activities has been developed within the framework of the national project “Personnel.”

We are implementing a unified career guidance model for schoolchildren throughout the country. Last academic year, it covered more than 8.5 million children.

It is very important to help young people when choosing an educational path and a place of work.

For this purpose, a pilot route management system was launched in 11 regions of the country a year ago – from school to college, university, and then to the enterprise.

In order for students to receive more information about their prospects, career opportunities, and salary, National rankings of professional educational institutions by employment level have been formed. A unified list of more than 200 most in-demand professions has been compiled, taking into account the opinions of major employers in the region.

In today’s conditions, the role of labor productivity, the development of new technologies, including artificial intelligence, is increasing. This must certainly be taken into account in personnel training.

The professional standards and educational programs must be sufficiently flexible and adaptive. For this, we establish interaction between colleges and universities, employment centers in such a way that they can promptly and synchronously respond to the requests of enterprises, improve their programs, and, of course, take into account the needs of future employees.

A system that has been formed is aimed at providing our industries with the necessary specialists.

We now generally understand the situation on the labor market. We see, for example, that the demand for jobs is narrowing and increasing for those who possess competencies in the field of modern information technologies.

It is important, taking into account possible challenges, to analyze management mechanisms of the employment structure – that is, quality and sufficiency.

The effectiveness of implementing the events of the national project “Personnel” largely depends on the growth of the economy and the development of the country’s social sphere. Achieving the national development goals set by the head of state.

Here there is particularly remarkable coordinated interaction between federal agencies, regional authorities, organizations of sectoral technological development, professional education, as well as organizations of labor and employment.
