Increasing the share of the creative economy in the GDP structure, strengthening its human resources potential, and further creating creative clusters in the country’s regions are the main goals set in the Creative Economy Development Strategy for the period up to 2036. The order approving it was signed by Prime Minister Mikhail Mishustin.

In recent years, the creative economy sector, which includes the leisure industry, programming, music, cinema, television, video games, publishing, architecture and urban planning, advertising, fashion, and design, has become one of the fastest-growing segments of the Russian economy. According to Rosstat, from 2020 to 2025, the gross value added of creative industries, excluding inflation, increased by 55.8%.

This dynamic made it possible to set the task of increasing the share of the creative economy in the total GDP from 4.2% by the end of 2025 to 7.7% in 2036.

To implement this plan, over the next 10 years the number of companies and individual entrepreneurs operating in the creative economy sector should increase by 22% compared to the figures for 2025. At the same time, the number of regions with the appropriate infrastructure, including creative clusters, will be at least 45.

The launch of new companies and organizations in the industry will require the expansion of workforce training in colleges and universities. A separate section of the strategy is dedicated to this area of work.

It is expected that by 2036 the number of graduates from secondary and higher vocational education institutions in creative specialties will increase by almost a quarter compared to the corresponding figures in 2025. To achieve this, it will be necessary to transform the educational model and the content of curricula. The priority will be scaling up practice-oriented training, including project-based learning, internships, and mentoring.

The development of the system of additional professional education is also planned as a mechanism for continuous updating of qualifications and professional competencies.

The Ministry of Economic Development has been instructed to develop a specific action plan for staffing the creative industries, as well as other areas of the strategy. It must be presented to the Government in March 2027.

Commenting on the approved strategy at the meeting with as deputy prime ministers on September 14, Mikhail Mishustin noted that it was prepared on the instructions of the President. According to the Prime Minister, experts and representatives of the regions took part in the work on the document.

“Among the tasks to be addressed is the formation of the necessary infrastructure in Russian regions. This includes through specialized platforms, development institutes, and creative clusters. This approach allows for more active promotion of local brands by offering consumers unique goods or services. For example, in the field of event tourism,” emphasized Mikhail Mishustin.
